The Getty Conservation Institute has undertaken numerous mosaic reburials in Tunisia, Lebanon, and Cyprus over the years.
This is what's done at the end of excavations normally, burying the uncovered remains with clean sand or sand marked to make identification of it as backfill possible. I'm not sure why it hasn't been done with mosaics, which are arguably more friable than stone architecture.
