EDIT: According to this Focus Article from 2012, BFC Dynamo was considered the club with highest total number of violent fans in Germany by the Zentrale Informationsstelle Sporteinsätze, a police division that monitors football violence in the entirety of Germany.
According to them, BFC Dynamo had 760 fans in either Kat B or C. At that point, they were playing in fifth league and had an average attendance of 728 people per match.
