Listen ok he's a child Billy batson is a child who is doing his best and based on his powers and what shazam said to him and the fact that he's a homeless child who has lost many of his loved ones he probably didn't feel worthy of the powers even before he joined the league but once he joined the league ? Oh ho ho this man/kid would feel so shitty when getting a lecture from bats or superman over a mistake in the feild not to mention with way he presents himself the league would only see him as a muscle hero and underestimate him and his intelligence (evreyones always shocked when he starts giving genuinely good and deep advice) and with that even if your nice person sometimes you little mean by accident wich is why I have headcanon that the league rumor mill isnt the nicest to the captain

Imgine Billy avoiding getting adopted by his coworkers. Bruce or Clark or who ever else offers to adopt Billy. And like imagine if after everything Billy went through he could only think the worst. So what if Bruce has a house full of kids who say its the best? Been in that kind of house, twice. He knows everyone in that manner, but the thought alone of putting himself in a situation like that again? He can't. He just can't.
And Clark? He was adopted, yeah, but like as a baby. Billy knows the statistics, he's been the statistics. He's seen the friendly adult mask slip away, leaving nightmares for months or years later.
Captain marvel can work with superman and batman fine. But then the mask come off, marvel suddenly has things to do else where. Billy's instincts tell him to run. To go back to the safety of his home. Away from adults. Aways from other kids. Billy in his own safe place, where no one can hurt him again. It doesn't matter that the loneliness is crippling. That he doesn't have enough to eat. That the summers are too hot and the winter are cold. He is safe alone.
