Liberty University will be fined a record $14 million for violating federal laws designed to boost safety on campus. The Department of Education issued a 100-page report following a two-year monitoring period that found the private Christian university discouraged the reporting of crimes and didn't warn the campus about gas leaks, bomb threats and reports of sexual violence, reported the Washington Post. “Students, faculty, and staff deserve to know that they can be safe and secure in their school communities. We respond aggressively to complaints about campus safety and security,” said Rich Cordray, the chief operating officer of the Federal Student Aid Office of the Education Department.

[...] Although the university founded by the late Jerry Falwell Sr. and later run by his namesake son is private, all schools that take part in federal financial aid programs must comply with the federal Clery Act, which requires timely reporting of crime statistics and other information about campus safety. Liberty was ordered to spend $2 million on campus safety improvements in addition to funds already budgeted for Clery compliance during a two-year monitoring period after the government's review.

Access to education is possibly the paramount factor facing today’s higher education community. Anything that hinders that access is a detriment to the educational path of a student. CLERY and Title IX are both mechanisms whereby the access to education is guaranteed to all students at colleges and universities. When questions arise that reflect light and sometimes darkness on those two pieces of legislation, it is important for all higher education stakeholders to understand what they can do to help their students. This webinar will assist in creating plans and models aimed at improving and ensuring access.

It’s hard to know where to begin with this one. Clearly the Collegian staff member, Ian Dyke, started by talking to Bob Jones University Campus Security for this story, a logical beginning. And obviously, Campus Security reads Campus Safety Magazine.

We don’t want to dismiss the risk of mass shootings on campuses -- not in this current environment. 

But it was NOT Virginia Tech that stirred national interest in Campus Safety. It was Jeanne Clery. 

It was 1986 when the nation was rocked by her brutal rape and murder at LeHigh University in Bethlehem, Pennsylvania. Patch Magazine reports:

It spurred Connie Clery and her husband Howard to lobby state legislatures and Congress to pass more than 35 laws on campus safety, including the federal Jeanne Clery Act, which requires reporting of crimes and security policies. (A report of crimes reported on local college campuses is attached to this article.)

Before Jeanne’s death, there were no uniform laws mandating that colleges report crimes on campus to students, employees, potential students or their parents. The Clerys found that out afterwards when they learned there had been 38 violent crimes on Lehigh’s campus in the three years before Jeanne’s murder.

“While it happened at Lehigh, what the Clerys quickly discovered was it could have happened at pretty much any university in the country,” said S. Daniel Carter, director of public policy for the Clerys’ non-profit advocacy group, Security On Campus. “This is not something where Lehigh was out of the norm.”

That’s when the nation started talking about campus safety -- after a single brutal rape and murder that had been part of a large trend at LeHigh University. It was a campus safety problem that the Clery family knew nothing about. 

Not mass shootings, one forcible rape and a murder. 

What does it say about Bob Jones University’s security team that it sees mass shootings as a seminal (pun intended) and bigger risk for campus safety than what an individual female student might face in a covertly hostile environment favoring entitled males?

It gets worse in the Collegian article. But one step at a time. 

For Bob Jones University’s Campus Security, a heavily armed entitled man is a greater threat to Bob Jones University’s student body than just an entitled man. There’s a similarity between the threats -- both are entitled and both are male. 

WutBJU will leave the imagery of a gun as phallus for your own continued discussion offline. 

But in BJU’s narrative, Campus Security is prepared for a single, well-defined dramatic villain -- an evil Other, a devil, that threatens with bullets and terror. Because saving a helpless campus from that crime has a different payback than the actual crimes reported in 2016 three times. 

Is BJU Campus Security prepared for an assailant who threatens an individual woman? A woman who seems more like an Other to the security officers than the assailant? An assailant who threatens with something more . . . available than bullets?

Sexual Misconduct Policy Revised

Recent changes and updates were made to two Saint Joseph University policies regarding sexual misconduct and sexual violence and discrimination, and harassment.

On June 15 two new campus-wide policies, the Sexual Misconduct Policy and a revised Policy Prohibiting Discrimination, Harassment and Retaliation went into effect after gaining approval from both the University Council and Board of Trustees.

Recent changes to federal law required that universities update their sexual misconduct policies in accordance with The Violence Against Women Reauthorization Act and amendments to The Clery Act.

The new St. Joe's Sexual Misconduct policy includes exact definitions of what is considered to be sexual misconduct as well as how a survivor can go about handling a situation that has occurred.

The new policy also highlights the importance of reporting acts of sexual violence and provides survivors with information on their individual rights as well as the campus’s legal responsibilities in order to ensure its protection. http://bit.ly/1g8Adl8
