Your job is to create a place where people can live, work, and stay safe. Since you are in a place that's the definition of "not human-friendly." You start Subzero Tides by putting together the basics. Such as a place to sleep, and also ways to get water and power. Including all the gear you need to mine resources from this icy wasteland. As a result, you have to think about how to process those resources, grow food, and make sure everyone can communicate with each other.
