Hello! I don’t know what the original coloring of the gif looks like but I’m guessing it’s already got a lot of blue, so if that’s the case, the creator probably:

enhanced the blue with Selective Color by increasing the Cyan under the Blues and the Cyans section and then

isolated the blue by decreasing the saturation of the other colors under Hue/Saturation
