Self-Driving Cars Are Interfering With First Responders. Feds Aren’t Happy

The head of the top US road safety agency cautioned autonomous vehicle developers in a letter Wednesday about what he called an “unacceptable” pattern of driverless cars interfering with the work of law enforcement and other first responders.

“To state it bluntly: An AV that cannot safely interact with first responders is a danger to the general public,” Jonathan Morrison, the administrator of the National Highway Traffic Safety Administration (NHTSA), wrote in a letter that he described as a “call to action” for technology developers.

Morrison wrote that NHTSA has documented a “clear pattern” of interference over the last few months, including incidents in which the vehicles drove into active emergency scenes, blocked ambulances and firefighters, and didn’t respond in situations involving flashing lights, fire, and traffic cones.

He directed developers to "immediately focus their resources on fixing this issue,” and said that the NHTSA would schedule meetings with each company by the end of July to hear about solutions.

Waymo declined to comment. In a written statement, a Zoox spokesperson said the company “takes first responder interactions seriously, and we support NHTSA's push to hold the industry accountable," and called responses to emergencies “a critical part of our technology development.”

Officials with several city law enforcement and emergency departments told NHTSA representatives in a closed-door meeting earlier this year that Waymo robotaxis were impeding some emergency responses, WIRED reported in April. A San Francisco official told the agency that the company’s tech was “backsliding,” and the city’s fire chief said, “Waymo is frequently now blocking our fire stations from access.” A representative from Austin’s police department also said that Waymos tend to freeze in difficult situations, and the vehicles often fail to respond to officers’ hand signals in emergencies.

“I believe the technology was deployed too quickly in too vast amounts, with hundreds of vehicles, when it wasn’t really ready,” the Austin police official said, according to audio of the meeting obtained by WIRED.

Austin first responders appeared in a separate City Council meeting this spring to discuss how a Waymo robotaxi blocked an ambulance for two minutes as it tried to respond to a downtown mass shooting that killed three people and injured at least 14.

In this week’s letter, Morrison said his agency would “continue to exercise our enforcement authority for developers that do not address significant safety concerns.” NHTSA has issued several recalls related to autonomous vehicle technology in the last several years, including two related to Waymo’s behavior on flooded roads and near construction zones, and another related to Zoox robotaxis stopping in front of oncoming traffic. (The companies reported that both issues were solved through software updates.) A school district in Austin also worked with Waymo to train its vehicles to stop for school buses, though the fix didn’t immediately work.

In a press release Wednesday, the NHTSA also touted the Trump administration's work to ease regulations preventing more autonomous vehicles from operating on public roads. Last month, in a boon for purpose-built robotaxi developers, including Tesla and Zoox, the agency made it easier for companies to deploy vehicles that don’t meet motor vehicle safety standards because they don’t have steering wheels, driver-operated brakes, or rearview mirrors.

Helloooooooooo😜 These augmented reality (AR) filters are now a part of social media culture, ranging from ‘dog ears'🐶 on Snapchat to ‘perfect skin' on Instagram and TikTok. In a single tap, users can smooth skin, alter facial features, add makeup, and even completely alter their appearance. These filters can be innocuous and amusing, but they also ask questions regarding digital authenticity and digital self presentation.

But what are AR Filters?

AR filters are digital overlays that alter a user’s appearance in real time using facial recognition and tracking technology. They are designed to enhance interaction, creativity, and entertainment on social media platforms. However, understanding how these filters work is an important aspect of software literacy. Software literacy refers to the ability to understand, evaluate, and critically use digital technologies rather than simply consuming them. Many users apply filters without considering the algorithms and design choices behind them. Developing software literacy helps users recognize that filtered images may not accurately represent reality. Understanding the technology behind AR filters empowers users to become informed and responsible participants in digital environments.

The Rise of Filtered Reality

People’s self-perception and perception of others have undergone a complete transformation as a result of social media. Digital technologies are becoming more and more important in the way people build their identity and interact with others. The images that are shared online are often purposefully chosen, edited and filtered, and may not accurately depict what life is like for you (Rettberg, 2014). Besides, AR filters are part of this, enabling users to showcase their perfect selves. Users will look more in tune with the socially acceptable beauty standards, such as larger eyes, smoother skin, slimmer faces and improved facial symmetry. This makes viewers become aware of “unrealistic” and “digitally altered” images and compare themselves to them without knowing how much technology has affected their appearance. The problem is, it isn’t just images that are edited. The features of photo editing have been around for years. The worry is that nowadays these changes are virtually undetectable in AR filters. The more advanced the filter, the more it is difficult to tell the difference between a real look and one that has been enhanced by the filter (Rettberg, 2014).

The Impact on Self-Image

A major worry with AR filters is how they affect the image of the individual and their self-esteem. Numerous beauty filters do a bit of tinkering with the face to make it look more appealing. As time goes on the user may get used to seeing a “filtered” version of themselves and develop a preference for the filtered image rather than the image itself (Barker, 2020). It is a topic that is especially salient with teenagers and young adults who use social media extensively. Faces that are always perfect and filtered can lead to unrealistic expectations of beauty and appearance. You can’t be a good software user without being software literate. Software literacy requires an awareness of the fact that technology is not neutral. Once users know how AR filters operate, they can better consider the information they come across online. They can identify when pictures are made up and not hold themselves to unrealistic standards. As digital content constantly evolves and is curated, it is just as important to understand how as well as what it is.

I know I keep harping about this every time I find new words, but I really am a woman who sees "information hiding" as such a misguided moral principle in software engineering that it's almost valid to compare to homophobia. So many crimes against software have been committed, and hidden, under this exact mandate. Even if there were a time and a place to obscure your implementation details, I do not trust the median developer (or even many otherwise excellent ones) to use information hiding responsibly.

But I'm starting to realize how incomplete it is to talk about this issue without diving into another fallacy that always leads to, motivates, and justifies information hiding. Developers aren't trained to know when they're designing a bridge, or when they're designing a recipe for concrete.

One of the classic thought exercises about software engineering, is to compare and contrast it with other engineering disciplines. Building a bridge is the most common case study. Time estimates are difficult to give in software because it consists almost exclusively of navigating unfamiliar problems. But we've been building bridges for a long time, and can estimate them pretty well! We may have some flex in the planning stage depending on the project complexity, but ultimately, a lot of the construction phase is familiar territory refined over long periods. Each bridge is not like a new codebase - our rulebook for building bridges is like a legacy codebase, full of logic learned the hard way.

So let's imagine that the bridge construction industry worked more like software, and you're tasked with coming up with the concrete. You do your best, try to balance between multiple goals, and finally find a recipe you think should be a good all-round solution. You release this as Concrete 1.0, and it's the construction material approved by the Department of Transportation in your jurisdiction. Well done.

But then, you find out that Concrete 1.0 is not the right fit for coastal areas. Seawater spray is infamously corrosive! Back to the drawing board. You reformulate for better longevity in salty conditions. So what's your semver on that?

Well. There are many bridges in construction that are already using 1.0. They would have to redo a lot of strength calculations to update to whatever your new version is. Anything that isn't identical is breaking change. So you pick "2.0" and urge people to update. Some people never will, because the new mix trades away price efficiency, or weight, or compressive strength, for a use case they don't have. And for existing bridges, upgrading would be a nightmare.

But perhaps you and the rest of the bridge industry spend enormous amounts of time, energy and money striving to make a world where existing bridges can seamlessly update to the latest version of Concrete, and that requires not depending too specifically on the details of the mix, which requires massively overbuilding the bridge just in case the concrete suddenly has some undesirable trait someday, and you still can't fully account for risks like that, even when you bolt the bridge together with loose couplings. It's an expensive fantasy.

This isn't what happens in real life, of course. Concrete companies know their consumers care about stability. Recipes, once they hit the market, are set in stone, and just vary in popularity over time and region. When something is an ingredient at the base layer of towering endeavors, it needs to be a known quantity. Reserving the right to change it later is insane.

The software industry, by and large, does not understand this, and makes most of its work in the gray area of identity between ingredient and end product, which is dangerous like America's love affair with stroads. Sometimes there's a clear case that cuts through the murk: nobody would want to use an ambiguous SHA hash function that might dramatically change its format in an update next year, SHA1 will always be SHA1. Game developers frequently freeze or vendorize their dependencies to protect themselves from updates. Debian backports bug fixes, but is pretty conservative about not changing the behavior that people actually depend on.

But drawing this line is a tricky, subjective conversation, that most developers are not equipped to have, made worse by the fact that upstream developers from you probably didn't care about the difference between manufacturing defects vs design changes. We have it drilled into us, often from first tutorials, that software must always reserve its right to work a meaningfully different way tomorrow. And if you believe in that, the only way to hold that breathing room is to make yourself dictator over the interface to your code, trying in vain to prevent people from depending on the details behind that interface.

Or... you can make extremely simple, standalone libraries with no secrets, which may not always be the best solution for everyone, but aren't trying to be. A known quantity that will NEVER need more than a product recall or bugfix, because it will never try to be something other than a stable ingredient. Not everything is a concrete - we still need bridges - but knowing which you're doing, well that will free you from a lot of dogma.

Case in point, Prone will have hash functions and RNGs that aren't native C. You can print a hash state any time you want, with no guts hidden. Why hide them? Once it's ready to ship, that function never needs to change. It's a standard design. Seeing the details is enrichment for the kiddos. You want to move from one implementation to another? Well go ahead. The pain will depend on how tightly you needed to couple according to your use case, not how loosely I thought you needed to couple when I don't even know you. And it's better you have full knowledge of what the LOE will be.

People have long asked how to make software that's "complete", the way (for example) TeX is. The answer is easier than you think for much of the software that needs to exist: it's just the power of making new product lines with their own names. Software can have such stable requirements when you live like this.

In the Fever Part.2 Diary Entries, we learned that Z-World's government really started shooting up on the waking-nightmare-scale after they began running AI simulations to come up with the "best" policies to implement for maximum control and efficiency.

What resulted from these simulations was that the AI determined all crimes and terrorism were strictly the result of human emotions. Therefore, the best way to rid the world of such suffering must be to eradicate emotions and all which might evoke it.

Z's government developed technology to essentially numb the population - the chips we later learned about in the World Ep.1 Diary Entries. In the Fever Part.3 Diary Entries, we then got some additional info on the AI software used by the government: it was an AI system which utilized deep learning technology and ran uncontrolled for a while as the government awaited its results.

During this time, the system began treating human emotion as a bug - perhaps because it couldn't understand it - and it also started estimating humans' individual energy, thereby reducing it to a product. And since it found it to be a product, it also began treating it as a tradeable commodity.

Instead of questioning these results, the government was more likely delighted, because they immediately took over this new energy trading platform, banned all arts and emotions, and wilfully stripped the population of its humanity by treating them as nothing more than components needed to maintain the governments' idea of a utopia.

Out here in the real world, we've also begun to see the crazy amount of negative consequences since AI technology has become widely implemented in pretty much all areas of life:

#1 - Use of AI in Healthcare

In the US, the healthcare system has been relying on AI powered algorithms to guide health care decisions, but due to the data sampled by the AI, extreme racial bias has crept in and is actively putting black lives at risk. To quote Science Journal:

At a given risk score, Black patients are considerably sicker than White patients, as evidenced by signs of uncontrolled illnesses. Remedying this disparity would increase the percentage of Black patients receiving additional help from 17.7 to 46.5%.

Furthermore, the data sourced by AI for global use (such as in risk-prediction) is often extremely biased in other ways as well: radiology manuscripts are over represented, the majority of documents sourced are authored by men, and data-poor regions are grossly underrepresented, meaning the majority of information sourced comes from the US and China. #2 - YouTube's Algorithm Is Messed Up

According to the Tech Transparency Project which has gathered data from another study:

YouTube recommended hundreds of videos about guns and gun violence to accounts for boys interested in video games. Some of the recommended videos gave instructions on how to convert guns into automatic weapons or depicted school shootings. Many of the videos violated YouTube’s own policies on firearms, violence, and child safety, and YouTube took no apparent steps to age-restrict them. YouTube also recommended a movie about serial killer Jeffrey Dahmer to minor accounts.

Where Meta has recently constructed a 2 million square foot data facility in Georgia, a nearby living couple have documented the devastating consequences to the environment and their lives.

Facilities like these are used to power stuff like Chat GPT, Gemini, etc.:

In order for them to function as needed, they put a huge toll on the power grid and require the construction of an entirely new infrastructure atop the usual servers, storage systems and networking equipment.

For one, AI data centres require high-performance graphics processing units (GPUs) which come with their own required infrastructure needs (advanced storage, networking, energy and cooling capabilities). The sheer number of GPUs necessary for AI use alone then already add a ton more square footage to the size of the data centre.

On top of that, living in a county with a data centre like this in the US drives up the cost of electricity for everyone in the county.

And what does all this mean for the environment? Deforestation. Light pollution. Air pollution. Here is a still frame from a video shot by a woman living over 366 meters away from an AI centre's construction site:

All this pollution then started seeping into the ground water, resulting in this:

And what does that mean for someone living nearby? Dishwashers breaking. Washing machines breaking. Water pressure dropping to the point where you can't even flush a toilet anymore because all the pipes are clogged with sediment.

According to the Washington Post in collaboration with the University of California, Riverside, writing a single 100-word email in Open AI's ChatGPT is the equivalent of consuming just over one bottle of water.

Shaolei Ren, an associate professor of engineering at UC Riverside, says that while "We haven’t come to the point yet where AI has tangibly taken away our most essential natural water resources," the use of AI in places with frequent droughts has caused rising tension between communities who need the water and data centers. Not to mention, hardware production pollutes water, per a study initially published in January 2015 in the Journal of Cleaner Production, due to the extraction of precious minerals like boron, silicon, and phosphorous.

A new video has been released which takes a look at Memphis where Elon Musk had the data center built that allows for Twitter's Chat-Bot Gronk to exist, and here is what was discovered:

#5 - Use of AI in Warfare

Israel has been using untested and undisclosed AI-powered databases in order to identify targets and plan bombing campaigns throughout Gaza, which has reportedly led to the loss of thousands of civilian lives.

And who provided this technology? Google. For fear of losing business to Amazon. And not just them. Microsoft too has been collaborating with the Israeli military, as has Amazon who collaborated with Google in 2021 to establish "Project Nimbus" which continues on to this day with zero transparency or accountability.

#6 - AI-Generated Art

With AI-generated art flooding social media and streaming platforms on the daily, it's getting harder and harder for new artists to enter the scene. On top of that, all the recommendations you're getting online - be that on an image search, streaming platform or elsewhere - are also all the result of AI-powered algorithms.

And as we all know, generative AI is trained on data banks filled to the brim with stolen art from non-consenting artists across the globe - be that musicians, painters, photographers, voice actors, chefs, or writers.

All of this ultimately shapes the world we live in. Those in the know are now full of mistrust of corporations, new information, articles, and media. Anything and anyone is being accused of using AI when they post something online by skeptics, and those who don't know any better are living in blissful ignorance while they're being spoon-fed misinformation left, right, and center.

Not all AI is bad, of course. There have been major breakthroughs in all fields of science thanks to AI which will bring about positive change for (hopefully) all of humanity.

But the problem is that the technology is developing far too quickly for lawmakers to keep up with (as planned, most likely, by all the billionaire tech bros on this planet) and generative AI in particular should have never been made publicly accessible. It should have remained in the hands of trained professionals who know how to use it responsibly.
