Asked Hux today if I could order some cortosis to strategically incorporate into various locations in and around the Academy to prevent damage caused by Ben Solo's students practicing with their lightsabers.
He said we didn't have the budget for that. Cortosis is too rare and too expensive.
I was like, "Wait. We don't have the budget for cortosis, but we can afford enough kyber crystals for all of Ben Solo's students?"
Hux was like, "Those crystals don't come out of the First Order budget. I neither know nor care how Solo acquires them. Nothing he does to get his ghostly hands on them can technically be considered illegal since he's dead, so that's his business. I prefer to stay out of it."
Huh. That's interesting.
Maybe I need to talk to Ben Solo.

I think a good way to balance cortosis and explain why not every super-high-ranking general like Grievous or Vader or Snoke uses it, is because it’s a weak, brittle material that disintegrates upon making contact with a lightsaber, blaster bolt, or even electricity. This means supplies burn up fast, especially when wielded by foolhardy generals who get drunk off their initial invincibility, don’t know how to apply it strategically, and find themselves in a very compromised position when the Jedi army they killed nevertheless left them completely vulnerable for the next one; Many who boast cortosis have their confidence crumple as quickly and flashily as the metal itself.
For a blaster wielder, it’s more of an inconvenience; Blaster bolts don’t trail back to a circuit connected to the weapon, so they can just keep shooting, and the cortosis is burnt up. For a Jedi/Sith, you need to survive for the few seconds the lightsaber is shorted out, and then strike the burnt-away spot. The more failures means the greater risk of dying, but if you can survive those it also means it gets easier to get past cortosis armor, and paradoxically a higher chance of victory right after.
Because of its scarcity and lack of practical use outside of fighting off lightsabers, most who used it against Jedi/Sith applied a thin layer over a stronger material to compensate, and make the most of their buck. But by the Imperial Era, this stuff was practically extinct. Cortosis is a one-trick pony that only really works against Jedi, which is to say it has SOME usage… But the more it’s used, the more unreliable it becomes not just on a personal but a galactic level.
It’s also incredibly heavy and as toxic as mercury, if not moreso. So for living beings who want to wear it 24/7… Good luck. This trait further necessitated a barrier to protect the user from their own cortosis, which dragged them down. Some inevitably resorted to other metals to even out the weight/defense ratio, as most do.
(On a meta level, cortosis armor with patches of it burnt off can make for a cool, scarred aesthetic.)
My headcanon is that Palpatine’s Sovereign Protectors had their armor laced with cortosis, and there were only seven of these guards because that was about as much cortosis left in the galaxy to gild over a full-body suit of armor. Through luck and/or some guiding intuition of the force, Rey avoided using her lightsaber against them, turning the Sovereign Protectors’ own blaster rifles against one another. The first shot burned through the initial cortosis layer, before the second shot punctured the layer below and put down the Sovereign Protector for good. It’s said the last two standing still remain, cortosis armor un-scored, hiding somewhere in the vast catacombs of Exegol; Waiting for the chance to redeem themselves…
There might be a third one; The poor sod who tried to assist the Knights of Ren. Idk.
