Little Cullen who was naive and uneducated about what Templars actually were wanted to be one because he thought it was the best way to help those in need

I think even after all those years of darkness and falling off the path that goodness was still there and I think it's why he was able to finally see that Meredith was wrong and why he was so set on joining the Inquisition to redeem himself

Even in Inquisition, Cullen was willing to put everyone before him - even when he was in pain. I think it's why one of the most important things the inquisitor can tell him (regardless or whether or not you pursue a romance or become his friend) is that he should also take care of himself
