I thought of harsh and light as physical/non-physical punishment, so in my opinion we have:

The harshest will surely be Lucifer and Barbatos. They are the strictest and do not accept any wrong behavior. You'd be over their knees for just being sassy towards them! Moreover, they're also the type of person who would extend the punishment for a long time. Sassy? You can keep that pacifier tied in your mouth all day, you're not ready to talk. Try to punch them (Ah! You dumb!) ? Hopefully you'll like your new mittens because they won't be taking them off any time soon.
Only then they know you've learned your lesson and will act like a good baby.
Satan would be harsh too, though not so often. After all, he's the one pushing you to be a brat most of the time, just to annoy Lucifer. But you want to piss him off instead? Then, after the punishment, you'll be the one pissed. Literally.
Simeon can be very patient, but he has limits too! He try a lighter approach first, explaining you why what you did was wrong. It's his duty as a Daddy and as an angel! But if you still don't listen to him, he'll have no problem resorting to physical punishment, whether it's spanking or caning your hands. There will be something on the fic 👀.
I put Diavolo and Beel separate from the others for one simple reason. They are afraid to use their strength on you. And indeed they are also right. These two are HUGE and if they don't control themselves they could REALLY, REALLY hurt you. A single slap on your butt is enough to make it red. The positive note? It only takes that to make you behave yourself again.
And Solomon doesn't like to harm you, but he is a wizard and he can come up with various uncomfortable punishments. From locking you in an invisible box and watching you grow frustrated, to casting a spell on food so that what you're eating tastes disgusting (Maybe that would make his cooking better), to taking away your voice or weakening your muscles. It's not as bad as getting spanked by an enchanted brush, but not so mild as to make you walk away with a scolding.
For the lighter approach, we obviously have Mammon. If you scare him, for example by going out at night, he might be upset enough to smack you on the butt. But as long as you shed a few tears, he will immediately apologize, hugging you and trying to calm you down. But then, you'll have to hear him ramble about how he was freacking out, how something bad could have happened to you if he wasn't there to take you home…
Please, don't make this guy too upset.
Asmo will only go with light punishments, nothing physical. He is NOT leaving any bruises on your body, he would be too horrified if he did. He will use paci, booties, and mittens to punish you, perhaps even tying you to a chair. This one can also be quite bad if you have some comfort object and you can't reach for it. Asmo KNOWS how much you want your blanket or stuffie, but not now! Maybe if you listened to it in the first place, you wouldn't be punished right now, mh? Oh well, don't worry, Asmo will let you out as soon as he's done getting ready to go shopping. And he wants to hear an apology as soon as he removes your paci, m'kay?
Belphegor is always tired and now he has to punish you? No, thanks. He can manage to give you a couple of smacks if you've done something serious, but more often he will put you to sleep. It's not like you're going to get yourself into any more trouble if you're asleep, right?
Levi is probably so insecure about how to punish you, he say something like "uh, well, try not to do that again next time". The End. He doesn't know at all what he should do: He could spank you but he's afraid it's a fitting punishment, he could hurt you too much and obviously he doesn't want to make you cry. He may ask you to go to the corner, but if you tell him you don't want to…Hell, what can he do? That's why he prefers the others to handle you in these cases

Can I make a headcanon request please of who do you think of the obey me cast gives the best cuddles to a sleepy little one?
I thought of it to be a consensual scenario, just fluff and obv a lot of cuddles. It also include also how they spend your "bed-time", since I considered the "sleepy" as "ready to go to bed or at least take a nap".

In first place of course we have Belphie and Beel. Who is better to give the best sleepy cuddles than the Avatar of Sloth and his giant bear brother? You will spend most evenings in the planetarium, with Belphie telling you the story of constellations and most beautiful stars while Beel feeds you a bottle.
At such moments you really don't want to sleep, you want to listen more! But then Belphie kisses your forehead, muttering that it's bedtime and there will be more stories tomorrow. He covers your eyes and uses his power to send you to the land of dreams and you only vaguely feel Beel kissing your cheek and picking you up, wrapped in a soft blanket. They take you back to their room, where you will sleep between them, wrapped in their arms.
Then in second place we find Simeon 'cuz iz bezt daddy uwu, he doesn't have the same powers as Belphie but his voice is so calming and manages to comfort you when you had a bad day. Moreover, I think he'd be the only one using skin-to-skin contact without shame or having other thoughts.
And since it's canon that his skin is cooler than demons, imagine in summer: it's like having always a cool pillow! A true blessing.
As much as he enjoys being alone while cuddling you, he also appreciates it when Luke joins you from time to time. He makes you a different bottle every time but always sweet and delicious. He can also sing in a way that is literally angelic, both in voice and song. They are ancient, handed down by angels over the centuries, with a language that is older than Latin. You can't understand the text, but does it really matter? Let yourself be lulled by his voice. And by the arms of Simeon.
In third place I would put Asmo, for the simple fact that he LOVES cuddles and physical contact, so be prepared for caresses, kisses and massages before going to sleep. Among the demons he's the only one who would use skin-to-skin contact too but… well, we're talking about Asmo. Even if he doesn't do anything sexual to you when you're little and just want to sleep, his hands might stay in certain places.
His favorite thing? Paci kisses. He adores how every time you squirm all flustered and embarrassed. So adorable. It just makes him want to kiss you even more!
Conversely, I don't see Solomon as the cuddler type, unless you ask him directly. However, when you are in little space, he may be more affectionated towards you.
He will cast spells. Like, a lot. To put you to sleep he uses a sensory approach, massaging your head as you reach your hands out, trying to touch one of the butterflies of light that flies around the room, while the enchanted bed rock gently.
Satan obviously reads you during cuddle. Fairy tales, children's books or cat encyclopedias…Lied on his bed, he will hold you on his chest and you will fall asleep to the calm sound of his voice, with your paci in your mouth (he doesn't trust to keep a book close to a bottle full of milk). He lets you touch the drawings, especially if the book is magical. You've never touched a dragon's skin, have you? Here, try stroking the one on this page. Don't worry, it doesn't bite!
Very often he doesn't realize how late it is or even what page you fell asleep on, he reads the book till the end. He's a bit sad when he asks you if you liked the story, only to find you sucking the paci while asleep. You missed how the dragon found his treasure! But seeing how you smile in your sleep, he can't help but smile back. He knows that children need a lot of sleep and, in any case, you can both read again tomorrow.
Diavolo is great, he even plays with your stuffies, making up stories about them and talking in silly voices. It's always funny, just a little playtime before he decides it's time to sleep and wraps his arms around you. I was thinking about these scenarios in the canon universe of the game, but I like the idea of him nursing you. 👀
In that case, he will tell you stories and legends of the Devildom, obviously suitable for little ones like you. His voice is deep and, together with the milk flowing into your mouth and the sense of security that envelops you, it doesn't take you long to fall asleep happy.
Lucifer is also very good, showing you his softer side - just for you of course! He plays one of his human-friendly records, creating a relaxing background melody. He holds you on his lap as he continues to work, but you still have his full attention! And if you had a bad day or you're feeling smaller than usual, he'll stroll around the room with you in his arms, rubbing your back as he murmurs softly in your ear how a goodd little baby you are and how Daddy will always be there for you.
The problem with these two is that they are terribly busy. They obviously make time for you and give you all the attention you want, but once you fall asleep, you may wake up with no one around! Obviously they bothered to put your stuffies in your arms, but it's not the same, is it?
But don't worry, you won't have time to cry before they'll be with you right away! They were finishing work at the desk and you are still in their room, in their bed. No need to be afraid! They can hold you on their lap until you fall asleep again.
The same happens with Barbatos, with the only difference that he is even busier than them.
He makes sure to give you your fix of nightly cuddles, singing lullabies as you suck on the bottle in his lap. The milk he prepares for you is infused with some herbs that facilitate sleep and drive away nightmares, all obviously flavored to make it sweeter and tastier than it already is. He still makes sure to spoil you properly!
He stays next to you until you fall asleep, tucking you in and cradling your stuffie in your arms. Or all of them around your bed! Then he leaves little D n.2 to watch over you: as a butler, he still has a lot of work to do and doesn't want you to use your D.D.D. to call him. Little D. will take care of notifying him if necessary. And if you don't have any stuffie to hug, he can be usefull for that too.
Mammon wants to be the fun dad, playing with you all the time. So when you're tired and you reach out your arms towards him because you want to be picked up, resting your chin on his shoulder, well, he doesn't know what to do! Actually yes, he took care of all his siblings when they were younger, put them to sleep like the good big brother he is. But this? We are talking about you! His human! How can you expect him not to stiffen or babble nonsense as you hug him tenderly in your sleep? NO WAY! *Mammon stops working*
He will just sit on the bed with you on his lap, occasionally stroking your hair, trying not to wake you up. He will definitely take pictures of you. Obviously to sell them, he has no intention of keeping them on his D.D.D. and look at them every day!
And in the end, Levi… this guy never sleeps and screams at the slightest form of physical contact. Really, it's not very good for cuddling. But that doesn't mean he won't do it.
He definitely creates a blanket fort, full of pillows and stuffies. He wanted to get you your favorite snacks, but got caught by Lucifer as he was carrying them to his room. No food after dinner! Only a bottle. You will watch a movie appropiated for you age or, if you're too tired to do anything, you will lay your head on his lap and watch him play a video game for kids.
It may seem strange, but Levi's bed is perfect for you: it's a tub, yes, but that means you don't have to worry about falling out. And, oddly enough, it's also comfortable once all the blankets are put back on.
Obviously, Levi will scream internally throughout the night while you sleep, lying on his chest.
