It was unusual for the High General to manage visitors himself.  Most of the time, his diplomatic corp would take care of it, learning the ins and outs of becoming a diplomat.

This one certainly required a unique touch.

It was also rare for the Curator to have to look up at someone, as even Azir wasn’t as tall as he is.  But, it looks like circumstances are ever changing.

After a moment to appraise the woman, he waved his hand and the guards lowered their spears.  The last thing he needed was to lose more men.

“You will have to forgive the additional security.  We had an incident roughly a week ago, and I have ordered all guards be on standby,” he said.  “I do not recognize you or what exactly you are...  Who are you?”

Absolute King of Accidental Flirting.

(It should be noted that Benn is very good at spotting when this dumbass has gotten himself into a situation where he’s flirting without realizing it and will come to his rescue.) But yes!! This stupid man is so good at flirting, especially when it’s intentional. The issue is trying to figure out when he’s being intentional. Shanks is all genuine and charming just on his own, and a lot of his general chatty behavior is definitely be mistaken as flirting, so it can be totally confusing. 

Regardless of the intention behind his actions (whether it’s to bed someone or, more rarely, from genuine interest), he is always going to be real with them. Shanks has zero interest in hiding behind some facade or using his high bounty or title to woo them, and he hardly ever starts an encounter with a person assuming something is going to happen, and likes to let them take the lead and set the pace on how anything goes.

He makes conversation (and he’s usually very good at keeping it going if the other person isn’t !!), and will try to make the other person laugh with some story from his travels or even a mildly embarrassing personal story. If he’s getting good vibes from them, he’ll try to initiate physical contact by complimenting something small (jewelry, clothing they’re wearing, how soft their hands look) and ask to check it himself; touching a necklace and leaning in close, touching fabric with a gentle finger, and taking their hand into his. And there are little things like keeping eye contact (not a lot, but he’s not shy by any definition), touching his lips if not to draw their attention there. But flirting is a tango and it takes two (or more) and he likes to make sure all parties involved are having a good time.

Pretty much all of his flirting starts out that way, but as I mentioned in the affection answer, he tends to get softer when he’s genuinely interested and feels that their might be a connection.
