something that has always kind of confused me about the hunger games is that district four is a “career district” but the victors we know from four are mags, finnick, and annie. all of whom are a part of the rebellion.
here is my current working theory:
in book one, careers are defined as tributes typically from one, two, and four, well fed, and had prior training for the games. katniss says they are volunteers but we all know she is not the most reliable narrator.
i think district four trains their tributes in preparation for the games so if/when they get reaped they are capable fighters, not necessarily grooming them to desire volunteering.
this would explain how finnick became the youngest victor at 14, because i always wondered why he would volunteer so young. i think he was reaped at 14 and had decent meals and training under his belt that made him considered to be a career.
i think part of the training for possible reapings is instilling in them potential methods of breaking the arena.
this is partly because of what we know about annie’s games. she is from a career district and yet we are told she went mad during her games and managed to win by swimming/staying afloat after the arena flooded.
knowing what we know from sunrise on the reaping, beetee’s plan is to flood the brain of the arena, and that wiress was tortured into madness due to her part in the plot. to me, and i think to some other people i’ve seen, this makes annie’s games seem almost like another attempt at beetee’s plan.
IN CONCLUSION
i think (some, not all) district four tributes are trained from an early age to use their misfortune during the reaping as a weapon against the capitol (maybe by the suggestion of mags)

EVERY District has at least a few Capitol Muttations that have made their home in their wilds and maybe even in their main living spaces (bc the Districts are massive but only a fraction of that is actually inhabited). Be it squirrel mutts in D7 (not those mutts, RIP Ampert) that work in massive teams to down a tree in a day so they can burrow under where it falls, wild dogs mutts in D10 similar who try to herd any and everything, including people to sometimes violent results, or weird fluorescent fish mutts in D4 whose blood can be used as a short-term fuel for a lantern, etc.
D4, however, is the only District that figured out how to weaponize the mutts. Not against the Capitol, mind you, to make their lives marginally easier. They have a massive lion fish muttation that incredible skilled fishers can use the quills of to stab a shark. So long as they can track said shark, they'll have a guaranteed and safe source of shark fin (which the Capitol always takes), hide, and steaks (the Capitol gets the best cuts if they report the catch) to feed their families. Whales beach themselves in their dying moments, sadly often, bc there are so many muttations that poison, hunt, or otherwise disorient them, meaning D4 gets lots of whale meat, blubber for lamp oil, etc. They don't get any more or less from the Capitol than most other Districts, arguably get ripped off a lot more than some, but they make use with the Capitol 'refuse' to prosper.
This mentality of making do with what wasn't supposed to be beneficial is exactly why they're so good in the Games. They have by far the weakest Career training program (up to you if that's a group of local coaches, an official Academy of sorts, or just Victors helping out here and there) but they have the most hardwired Survival mindset on top of the fighting training.
Annie Cresta • District Four
You're born in District Four. The sound of ocean crashing against the shore is your first lullaby. You grow up next to a boy with sandy blond hair and sea green eyes. You train together. You're inseparable. You start on the fishing schooner, using a trident from your older brother, to spear the octopi for shipment to the Capitol. You're one of the best on your boat, in your docks, and people start to notice.
Someone talks to your mother. You're routed for training. Still fishing, but there's more now too. At least Finnick is there. But then he goes in before you. And no one in the Capitol is taking him seriously. The girl from One rolls her eyes at him. The boy from Two says he's not a threat. But then he gets a trident as a sponsor gift, and it's over. He's the pride of Four. You have to volunteer now. You're even better than him with a trident. You can beat anyone.
The phenom of Panem. Your friend. It's two years later when you finally get a chance to prove yourself. He can't look you in the eye on the train. The stylist puts you in an unbuttoned shirt. Whatever. None of this matters.
You rise up into the arena. It's a desert. You gag. There's not a drop of water in sight. There's nothing at the cornucopia. Just clubs. The boy from One smashed your head in on day four.
I think at this point everyone has different opinions on each of the Districts and honestly I love that. It's so fun to read people's thoughts.
(I'm sure I'm not the first person to think or say this but) I have a theory on why District One/Two win so many of the games beyond just being Volunteers in a game full of people going in blind.
It's something I've thought heavily about and even incorporated into my own fanfics.
i remember when people on tiktok were saying District 4 would be landlocked because they could just fish in lakes
like sure the seafood district is in the fucking midwest okay i guess you can find lobsters and cetaceans and stuff in a lake.
