how powerful can shapeshifting magic be? can Duplos become indistinguishable from other creatures? what about other magic users, can anybody else use shapeshifting?
Shapeshifting is an innate ability of the Duplos rather than a type of magic that can be practiced by anyone, so unless one has Duplo ancestry (highly unlikely, as they reproduce by budding), it's not really seen outside their species. Lycanthropy is the next closest thing, followed by illusions.
Most Duplos don't really have the discipline to perfectly mimic other creatures or people, though if they were to put in the effort they absolutely could do it. Easily distracted as they are, they tend to forget what they were doing halfway through and so most of the time only manage a rough facsimile of what they were trying to imitate.
The one exception to any of this is Queen Watevra Wa'nabi.
