As we know from West Weald, Fargrave is Mirrormoor - Ithelia's lost realm. Even without her memory or existence in our world, her realms magic still goes on. When we enter the doors to the districts, we are entering those other Fatelines (the TES equivalent of other timelines and universes) or perhaps our Fateline meets theirs.

That's why we can encounter mortals that have no business being here, new Exarchs, time-traveling nix-ox, one huge incineration beetle, daedric siege engine bugs outside of the Deadlands, all kinds of things that should not be here in Fargrave. This pocket realm is unstable and crosses Fatelines like some great knot in the Aurbis.

But since the knowledge of Ithelia is only known to the Vestige and Mora and Sharp and Azandar no one can outright say that the source is Ithelian. Anything to do with Fatelines is chalked up to Fargrave and the Night Market's magic properties.
