Stuck in the tight place.

袋 Fukuro
Fukuro Lady is one of my favourite Silent Hill monsters because we know literally nothing about her. Technically speaking she is a Silent Hill 3 monster, meaning she "belongs" to Heather, however she is only a brief cameo in Silent Hill 3 and her first appearance was a Silent Hill 2 video, where she was alongside Pyramid Head, which was James' monster.
Is she simply a general monster everybody can see in Silent Hill? Is she Heather's monster only? If she is James' monster, like her being with Pyramid Head implies, then why does Heather see her and not James himself? Am I thinking too hard into this? Probably.
If she debuted in a later game I'd just chalk it up to "Well Pyramid Head shows up multiple times despite being James' monster, I guess they did the same thing with Fukuro." But she doesn't, she debuted in a short film in 2001, alongside the release of Silent Hill 2, but only appeared in Silent Hill 3 for about 2 seconds. WHAT COULD SHE MEAN?!
