EIA can be defined as the study to predict the #environmental effect of a proposed activity like mining, dams, power, highways, etc. It helps identifying the one which represents the best combination of economic and environmental costs and benefits. Introduced in 1977, it went through multiple amendments. The last EIA amendment happened in 2006, according to which, it is mandatory for various projects such as mining, thermal power plants, river valley, infrastructure (road, highway, ports, harbors and airports) to get environmental clearance. Recently, during #Covid19 pandemic #lockdown, the new #draftEIA2020 has been proposed to replace #EIA2006. As per experts, the draft seems to favour the industries and to be largely neglecting the delicate balance between sustainable development and environment protection. The EIA new draft 2020 allows post-facto clearance. This means that even if a project has come up without getting environmental clearances, it could carry out operations under the provision of the new draft EIA 2020. The new draft endeavors to take power away from communities as it reduces the space available for public participation, thereby abandoning public trust. Post-facto clearance is disastrous because we already have several projects that are running without EIA clearances. An example is the LG Polymer Plant in Vishakhapatnam, where the styrene gas leak happened on May 7. It was revealed that the plant had been running for over two decades without clearances.
