Poe takes the place of Courier Six in New Vegas, and Hux is a vault dweller sent out to get a new water chip (sound familiar? because it is I just took the fallout 1 plot)

as for why bee isn’t hostile it’s because Poe has the animal friend perk (aka he feeds him shit like a stray dog)
