Fallout's low IQ protagonists fall into 3 categories

Fallout 3 onward: Slow people who occasionally stroke out and spew gibberish, but are otherwise functional if dull.

Fallout 1: Screeching Caveman who doesn't speak English.

Fallout 2: Comes across genuinely like a intellectually disabled person. There's a lot of sympathy from their community and several pretty sad feeling scenes. (Specifically one where they get confused by a computer welcoming system and eventually break down and scream "Me am [NAME]! Me miss MOM! ....Me want go home....")

I have the headcannon that Frank Horrigan survived, the explosion, but the nuclear radiation mutated him beyond cognitive though, making him into the full transformation of a super mutant behemoth, just on steroids. If the Enclave did find him, chances are he would be too powerful and not worth the risk to fight, so they'd most likely just say he's dead.

The fact that Tandi has a son is very amusing to me because I just don't see her ever getting married and having a normal domestic life. She probably ended up pregnant after a long night at the bar one day and said "fuck it why not"

The fact that he's a worthless drunk harassing people in the local bar and she'll be like "thank you for beating up my dumbass son, got a job for you if you want" after finding out is even more amusing. Or the fact that he's a total whimp who gives up as soon as you land the first hit after he provoked you.

And the most amusing part is that it's kinda implied that his father might have been the Vault Dweller. Your Fallout 1 protag got the future President of the NCR pregnant, and now his bastard is Shady Sands's town drunk. And also, he may be your uncle since the Chosen One's grandfather is also the Vault Dweller.
