So this is not DC, but I'm gonna make it DC.
I fucking love Ghost Rider.
My first thought process, which I feel like is kind of everyone's if you're familiar with ghost rider was Jason.
Since to become a rider sometimes they make a deal with a demon, their whole stick is essentially bonding with a spirit of vengeance.
A whole lot of punishment, a drive to fix wrongs in usually a permanent way with really cool flames.
Jason, who doesn't operate with a no kill rule was brutally murdered, and seems to be angry and vengeful...should work.
The thing is Jason at his core isn't angry doesn't want vengeance. He wants to help people he cares so much.
Jason Todd would never make a deal with a demon he would never confidently follow the ghost rider kind of creed.
Although there were instances of not doing the deals a lot of of the time it was people touching shit they weren't supposed to and Jason would fucking never. 
So, with this kind of knowledge, I started actually going through the people I thought realistically would work for a ghost rider and it wouldn't be a mess.
Bruce is immediately excluded because he would be the most annoying person with those powers. He wouldn't do the job right or would be evil.
Cass doesn't work either first off I could never see her getting herself into that situation and also no way.
That's the thing though isn't it you kind of have to be so aware of the consequences but still willing to risk them.
I feel like that right there gives you the two people I kind of decided would actually work for other than Jason.
Dick and Tim.
Firmly believe they would make a deal with a Demon for some fucking reason. They would also be able to hide it.
No one would ever know they are moonlighting as the spirit of vengeance.
Duke I also feel would never be this stupid. He would see a horror movie is about to happen and would immediately be like not doing that. He also just does not feel that angry of a character to me like yes he can be angry, but it's not a fundamental of him.
Dick and Tim, both work kind of in different ways though.
Tim would make the deal, for some reason, I'm not entirely sure what his reasoning would be, but he would do it. I then could see him eventually coming to the conclusion that what he's doing is kind of correct. It's an odd character trait of him we don't typically talk about but the reason Tim going evil doesn't actually seem that out there. Is we kind of can see that in the right situation he's slowly convinces himself this makes sense.
Not that a ghost rider is actually evil but following like the bat rules that would be the conversation they're having with themselves.
Dick has the anger. He would really embody that spirit of vengeance and I feel like someone would be able to play on that so easily like one look at him and they're like oh we got this. I could also see him accidentally ending up a ghost rider or even doing a deal in a more manipulative way. Demon offers something. He just can't refuse and is like I can make this work.
Damian, I bounced with for a minute because objectively I could see it and I also think him with bright green flames is so fucking cool. Yet I do not ever see him falling into this situation. It would raise so many red flags for him, and I do not think at his core, a situation he would keep. That boy would pull out a exorcism Ra's Al Ghul made 200 years ago saying be gone bitch.
Stephanie, I have multiple things with her. So if I was making any of them, riders a thing would be I need them to hide it first. I would want them to show up in a car or a bike with flames and it's badass. How did this happen? No one had any idea!
Stephanie does not work because she kind of seems to be found out really easily. Barbara just needs to look at her and she's spilling all of it. She is an angry character, but it's not a fundamental. It's very situational. Also, I do not ever see her somehow ending up in this situation.
To be a ghost rider first off somehow they have to end up here and nine out of ten times these characters just wouldn't.
There's only two characters that would somehow end up in this shit and that is really Tim and Dick.
Both of them lick drugs off the floor. A demon deal is only half a step away.
Or touching something haunted by a spirit of vengeance.
Motorcycles and cars are also why they work.
It's the same reason I would make Jason a ghost rider, even if I kind of don't agree with it.
Look me in the eyes and tell me they wouldn't have the coolest fucking vehicles.
Tim would wear a suit. The flames would come and the suit would be so fucking cool.
Dick would probably wear a leather jacket or imagine the Nightwing suit and just the flaming skull.
Jason has a typical aesthetic, but imagine he keeps the helmet somehow and you just see the flames coming out of it that would be so fucking awesome.
Side rant Jason, I feel like would be a little uncomfortable living in the flames. While he likes bombs and he does like fire, it's different than having it on your bike and having it on your person and even when the sprit in control I feel like he'd be having a panic attack.
I also have loved when the rider is silent and gets down to business. Tim gives me that vibe.
So I guess in conclusion, Jason, Tim, and Dick are my ghost riders.

Could you imagine something happens and all three of them roll up to the same place decked out in flames looking cool as shit and they're like wtf?!?' 
I can't remember if the spirits can communicate with each other. I kind of feel like they can't, but imagine they can.
All of the spirits are just like why is my host related to yours? How did this happen? What is wrong with these people? Objectively they like vengeance, but this feels like a lot... even sprits are judging them.
Jason or Tim would totally realize that they're looking at their brothers first. Dick I feel like it would be too busy arguing with the spirit in his head to clock it.
However, because DC is different than Marvel, it doesn't work perfectly.
My little change up I probably have to do is what if they kind of work with Lucifer but they kind of don't.
Remember hell in DC is not the same in majority of shit. Lucifer isn't even that bad of a guy actually well that really depends sometimes he's got a weird thing with Constantine where he's like a bad guy, but I really just feel like that's because they're fucking and it's complicated.
Picture, Jason, Tim, and Dick, all end up the watchtower and Constantine looks at them. They look at him.
"Oddly enough this makes sense for you people. Hey luv, how about we-"
"Go away or you can take a trip."
"I liked you better dead kid"
"Lucifer! Constantine wants you-"
"Alright- I'm leaving- fucking bats!"
