So, in episode 18, we saw this scene:
Which happened right after he touched her cheek (and we all saw how Challe reacted to that 😏).
But then this happened in episode 20:
And I was immediately reminded of the previous screenshot. It is like, an ominous imitation of when he kissed Anne’s hair, and no doubt Challe was reminded of it as well.
It wasn’t just Rafael’s words, but also his actions and the memory of that happening, that totally triggered Challe into action.
What's crazy about Gladice is just how close his timing was to getting Shall to join him.
After all, it was only a year ago that Anne bought Shall to protect her on the bloody highway so she could get to Lewiston and the royal fair on time. Back then, Shall was filled with hatred for humans, counting on Anne's innocence and naivety so he could steal his wing back from her asap.
Had he crossed Gladice/Rafael's path back then, I think there's a high chance he would have considered his proposal and joined him, though probably on a temporary basis considering how wary and antisocial he was back then.
So close... and yet so far.
