Weight/Build: 2.4 pounds

Hair: Black
Eyes: Black with red irises
Identifying Attributes: Clown makeup, red spirals painted on each cheek. Suit and tie.
Capabilities: Suspect has the paranormal ability to speak with the voice of a notorious serial killer “Jigsaw” better known as John Kramer. Suspect also has the knowledge of the crimes the victim has committed and will speak out a fitting trap plan for the victim.
Purpose/Motive: Billy's purpose is the same as its deceased creator “John Kramer” to punish those who have done wrong in life and give the victim instructions on how to survive their own “Jigsaw” traps.
Modus Operandi: When near a person that has committed a crime, the suspect will speak out a design of a “Trap” to a accoylate of Jigsaw. To where if the victim is captured and placed in the “Trap” if near a recorder, radio, or television the suspect's voice will broadcast speaking to the victim what they must do to escape similar to how John Kramer would do.
Behavior: Behaves how a puppet should act, however when near a criminal the suspect will speak and act similar to John Kramer.
Evidence
A: A Confession from an acolyte of Jigsaw: A arrested follower of Jigsaw confesses the paranormal ability of the suspect.
B: Broadcast: When put in the same room of a criminal with a television, John Kramer's voice casted out and spoke out the criminal's misdeeds with complete accuracy.
C: Planning: When alone in a room, it spoke out a design of the trap that should be fitting for the said criminal in the previous evidence.
Bureau Record:
Current Status: In a holding cell located within UIU HQ. Poses no threat. Under light surveillance.
Crimes: N/A, as puppets cannot be charged with crimes. However, because its paranormal ability has allowed the Cult of Jigsaw to find victims and has been the reason for the "traps”, the same charges of cult will be applied to “Billy”.
Sentencing: Indefinite Imprisonment.
History of UIU Action:
10/23/09: The Cult of Jigsaw member was attempting to flee from the scene of crime, with the suspect in the criminal arms, only to be caught by police. The follower was arrested with charges of torture, kidnapping, and blackmail.
10/24/09: The suspect's abilities activated when a cop was near the suspect. The crimes the suspect revealed were proven correct. The officer was arrested for said crimes they have committed. A UIU agent working on the Jigsaw case at the time, has taken the doll and placed it in UIU headquarters.
