Simple answer : Yes. At least, that's what I always draw him as.
Unnecessary long complicated answer: Hermes leans more into the submissive scale, while Aphrodite is more on the dominant scale, Apollo is somewhere the in between. I see Apollo mainly doms Hermes, but there's at times where Hermes' mischievous and bratty side would want to dominate Apollo in bed, and Apollo won't be apposed to that idea. And sometimes, when Aphrodite's in the mood, she doms Apollo and, once again, Apollo's not complaining! So to conclude, Hermes subs for Aphrodite n Apollo but sometimes doms Apollo. Aphrodite doms for Apollo and Hermes. Period. And Apollo doms for Hermes but also subs for Hermes and subs for Aphrodite! (Hope that answer makes sense) (this is just an excuse to talk abt aphrollomes' dynamic hehe)
As for the second question, Hermes LOVES getting his wings touched, especially from Apollo and Aphrodite! His wings are extremely sensitive and he only lets a small number of ppl touch them :3 (Also some appreciation for Hermes' wings cus I love drawing them <3)
