Again, wrong phrasing on my side. When I said "connect," I knew that it’s the Trailblaze that opens the rails. What I meant by "connects" is how civilians or different people travel through the cosmos. They use IPC ships — some planets have their own ships, others don't, and some use public or private ones, which I guess belong to the IPC. Or like how they create work opportunities for someone, like that singer/performer from Belobog? I mean, they do different things for the cosmos. Not to mention all the things they produce, from entertainment to trade. And about colonization, I think it depends on the planet and how dire their situation was.
And I think... yes, they all basically use the rails, but it's not strictly necessary. Without them, ships can still fly, but doesn't it take a toll on them or damage them? Sorry, I saw something about this in-game but I don't remember the details. Also, it’s not the only way different factions can travel through the cosmos, right? Like, Acheron can go through Nihility by herself, and the Antimatter Legion or other factions have their own ways. Sorry, I don't remember exactly. But usually, it’s the Trailblaze, as you said. There are other options and ways, but they are just not as beneficial for the IPC.And about Jade and Cerydra's meeting — I think it will be short. Because when both people are that intelligent and don’t have major disagreements, they basically want the same thing. Meetings like that tend to be short. They can both see right through each other and know exactly who they are dealing with. Take for example Jade meeting with Otti. And how she handles it.
Sorry if my previous post sounded harsh or offended you. It wasn't my intention at all, and I didn't want to sound like I thought you didn't know about the IPC's role in the game. I just saw the original asker's post and your reply, and I wanted to clarify a few things.

And Cerydra does want to rule. Like I mentioned, her primum mobile was Domination.
Her backstory is thus: She was a refugee orphan in her homeland, where the king ended up dying. A aristocrat ends up taking Cerydra in, and propping her up as the kings heir - specifically to use as a puppet for the aristocrats own ambitions.
Cerydra proceeds to grow up as a puppet princess.. not without learning. As she grows, she subtly gathers power for herself, including building her army and bringing more and more cities under her banner. Up until she fully overturns the regent who’d been using her, seizes power wholly for herself, and kills the guy.
From there on, she’s the Imperator, and when Tribios’ prophecy spreads, the reason she starts up the Flame-Chase is not to save the world, but because she’s interested in challenging and felling the gods.
She wears a mask of an unflinching ruler, and she certainly has her anxieties, her goals do end up shifting to becoming for Amphoreus, but it has always been her desire to be in power.

I dont have Cerydra so i just copied from the wiki instead of a screenshot, but that’s from her final character story.
Her Primum Mobile is Dominance. She has always desired power, her whole purpose was to explore how Destruction could be reached through the ambition of the Order.
The one who rules out of necessity, and makes the choices that she must but doesnt want to is Aglaea.
Her Primum Mobile is Temperance - self-restraint. It was never in her nature nor desire to rule. But she was loyal to Cerydra and the Flame-Chase journey, so when Cerydra and Hysilens vanished, she took up the mantle of leading it, making the choices required to sustain it and bring the world into the next era, even as her humanity was slipping away, and her soul fracturing.
And oh, yeah, totally there’s opportunities that are brought about by the IPC. Theres plenty of people who travel via IPC ships, but they certainly arent the only ones who would offer those services. Most people who leave their worlds are doing it for a purpose, and while traveling through the IPC is absolutely a option, theres always others. And opportunities arent solely provided becaude of the IPC. Robin for example, doesnt have any ties to the IPC beyond her connection with the Oak Family, and Sundays situation. Her success as an Idol, as one of the most famous artists we know of, is entirely free of the IPCs influence. Ryusuke (both Asatsuke and the real one) didnt have ties to the IPC, and was also a perfectly successful artist. And the IPC does provide alot between trade, and production, and entertainment - and they’re often as hated for it as they are appreciated.
Honestly if anything I’d think one of the biggest bits about them that really connects the worlds is the framework theyve set up for communication interstellar-wise. Interstellar communication relies on the IPC’s framework, and asides from specifically set up lines, like that which the Trailblazers have with each other, or say the jade abacus Jing Yuan gave them, if you’re out of that range, its nearly impossible to get in contact with others.
And nah, their colonizing isnt a thing that depends on how dire the worlds situation is. I mean, we do get to see the IPC trying to basically slowly encroach on the Xianzhou Luofu in game, its a whole event. Aurum Alley was basically being gentrified- or rather the IPC was basically attempting to do so. It was attempting to erase the culture and history of Aurum Alley for the sake of profit.. particularly the IPCs. We know that the Xianzhou Yaoqing has basically fallen victim to this, with the IPC basically taking over more and more of it, erasing culture and getting the newer generations to join the IPC. That is in fact colonization.
And no, it is more or less necessary to use the Star Rail. The Star Rail isnt a physical rail, its basically just the connections and paths the Express created. Basically everyone travels via the Star Rail, because its too dangerous to do otherwise, if you have some capability to do so. Emanators have their own forms of travel normally, such as Acheron traveling through the void, the Antimatter Legion is led by the Lord Ravagers.
In theory, its possible to travel without using them, in the current era, but generally nobody will, because its just.. not safe. Nor logical.
