Well new head canon because of that the personification of the CIA is not allowed to talk to the states. But one day they are sent to give some papers to Gov and they knock on the door of the statehouse and Florida opens it. How are they supposed to get to Gov now when they legally aren’t allowed to speak to 90% of the people in the house??!??! IDK just thought it was a funny idea

He didn't want to be seen as higher in status but due to his capabilities and bugs asking for more, he just did what ever they asked of him, not wanting to appear a selfish ruler as he could offer just about anything but it backfired with bugs being obsessed with him in return, asking for more and more. I don't think he wanted to have things this way but it worked so he didn't change anything about it until bugs were too deep into greed even *gestures at the city of tears*
