He realised he had been staring, and forced himself to look away.
Right up at Gov, who had crept up on him, appearing at his side. Fucker was always so quiet it was a miracle he didn’t have a heart attack every time.
“Are you enjoying yourself?”
Cali nodded, smiling up at him in a way he knew was charming.
“Better now that you’re here.”
He watched the man’s cheeks turn a light pink, and the way his eyes pointed down at the floor.
He sighed and spoke again before Gov could recover. “I barely know anyone here.”
“Well that’s kind of the point of all this, to meet your fellow states.”
“Aw, can’t I just stay here with you?”
Gov just smiled up at the taller state.
“Careful, there’s only so much flattery I can take.”
Gently, California slid closer, far too much to be subtle, just to see if the man would stay. His posture went stiff, but nothing else happened. He decided to rest his head on his shoulder as he talked about..Generally nothing to him. Gov only lasted a few minutes before pulling away, something about “Going to get them both drinks'' on his lips

I wanted Caligov, n also for the fic to not solely be Cali ranting in his head about Texas, but I also needed Gov to like. Go away for a bit, cause he'd probably stop the chaos duo if he was there
Historical Caligov is I think semi based on how California became a state? I can't remember but it gave Those Vibes to me, y'know?
Anyway, Cali has just spotted Texas, and he's trying to distract himself. And here comes Gov (He really has terrible taste in men) As a perfect distraction. I set it so that the kinda flirty relationship was already there, but nothing really more then just kinda flirting with your boss to get your way. There's the possibility, sure, but he knows it's not much and he could easily scare Gov off
Which is sorta what he's trying to do. He both wants a distraction, and to be left alone. On another level, he wants to test what Gov wants, and if this will scare him off, if something changes
