Before the standoff (between the X-Men and the O*N*E) can turn into a fight, Cyclops orders everyone to stand down and invites Agent Lundqvist of O*N*E for a chat to prevent any bloodshed. At first, the conversation is formal, but formality turns into outright threats, backed up by two developments.
First, as Scott and Lundqvist talk, the Hellions (consisting of King Bedlam, Jesse Bedlam, Boom-Boom, Locus and Fantomex) systematically attack unmanned O*N*E facilities to destroy records, tech, resources, and more. Lundqvist becomes enraged, but Cyclops coldly informs the agent that this is the price the government will pay for turning a blind eye to Graymalkin’s actions. Second, Cyclops dares Lundqvist to open fire on him or any mutant present. If Cyclops is killed by government agents, he has orders in place to destroy every unmanned government facility in the country. And if Cyclops dies, the Phoenix would hunt down the murderer when she finds out. Agent Lundqvist knows he’s in a stalemate and leaves with the promise to relay the word that mutants are off-limits.

Jesse Aaronson is a Black hero, the bolt-blasting Bedlam (a.k.a. Jesse Bedlam); gifted w/ the mutant power to perceive & manipulate bio-electrical energy in (ie generate electricity, EMPs, alter neural states like pain or sleep, etc), his heroic path started by seeking X-Force for help finding his estranged older brother; after learning his brother had taken a darker path, Jesse briefly tried to reconnect, but ended up favoring X-Force heroics; he died, but recently returned, and reconciled w/ his brother (even aiding the X-Men alongside the new Hellions)!
