that couple of scenes in the sniper ep of NCIS where Gibbs gets Kate to dress up as his superior officer so she can covertly profile the suspects as they come in.... and he's fixing her uniform in the most businesslike and non-threatening and yet charged way and she's got an expression like she's trying very hard to be professional but is 1 ounce of willpower away from swooning in his direction..... right up there with the submarine surfacing scene imo 👀
