I find it hilarious that its canon that in the DC Universe, villains have to get a pass to commit a crime in like a major city thats no theirs. Like Imagine how that works, is there like a committee of super villains in each city, are they elected or is it if you are considered a major villain to the hero of that city. Like if Riddler wants to rob a bank in Central city does he make a formal request and passes it to the Rogues to be discussed? Cause that would be hillarious. Also that would explain why no one ever goes to Gotham, like yeah Batman is scary, but imagine having to deal with the Joker, Bane, Killer Croc, Two-Face, and Poison Ivy just to attempt a crime in Gotham, yeah no buddy just fucking stay in Star City or whatever.
