So, every year, purely for the knowledge and safety of the citizens of Battery City, BLI/nd releases the top one hundred most dangerous outlawed individuals, mostly consisting of Killjoys, obviously.. The Zones use it as the years biggest bragging event. Doc offers prizes for the top ten most “dangerous” but since the Four always come in second, third, fourth and fifth place, Doc prohibits them from collecting prizes anymore. But of course, Doc always comes in first for being a motormouth insurrectionist.. and claims the top prize for himself. Because.. fairness.

Kobra Kid was an exceptional student in the city. He went to college for engineering and did pass his final exams to get his doctorate, he would’ve been placed in one of the top positions in the labs, but he left the city before he got his promotion so technically he’s Dr. Kobra Kid, working as a repair man for minor things.
