Most people attribute speaking almost completely in one case with Sans and Papyrus, though Mettaton and Napstablook both speak in one case as well (Napstablook lowercase, Mettaton uppercase). It seems those are the only characters who speak like that. I originally thought it was an "undead" monster (as Mettaton is possibly formerly a ghost) trait, but Mad Dummy seems to switch case normally, though a bit aggressively (like Undyne). Why would those specific characters stick to one case?

It’s possible this is to emphasize their speaking style. Tone can be hard to convey through text, even with the voice beeps. Both Papyrus and Mettaton have very loud personalities. Sans has a more casual manner of speaking that conveys an apathetic attitude, while Napstablook is more soft spoken and lacks confidence.
Papyrus and Napstablook are the two that almost never change their case. Napstablook uses all caps for the word “RUINS,” as it’s usually referred as.
Mettaton uses proper case after he changes into his Mettaton EX form.
But he does switch right back to all caps in the neutral route’s King Mettaton Ending.
As for Sans, he is known to use proper case in more serious discussions or when he is threatening.
As you mentioned, Mad Dummy is another ghost, but they don’t have a strong preference for all upper case. This invalidates the theory that “undead” monsters have a case preference. Without more evidence, the most logical conclusion is that this is done purely for speaking style emphasis.
I use Krita and it's just fine, though someone I know got a virus from it too :^ There's also FireAlpaca, Medibang Paint, Autodesk Sketchbook (it's limited in the trial but functional), PaintDotNet (No pen pressure though), and if you go back Adobe released CS2 software for free so you could get Photoshop CS2 (it's outdated, but it works fine on my Win10 laptop other than some lag)

Who else breaks the fourth wall besides Papyrus and Sans? Why would they be able to and no other monsters (sans Flowey) seems to do it as much, if at all?

There are quite a few monsters other than Papyrus and Sans that break the fourth wall! Because this list is quite long with images and quotes, please take a look under the cut!
Froggit
The Froggits in the Ruins break the fourth wall more than any other monster. This is likely because they are part of the tutorial area of the game. The most blatant of the fourth wall breaking is the following.
FROGGIT:(If you ACT a certain way or FIGHT until you almost defeat them…)(They might not want to battle you anymore.)(If a monster does not want to fight you, please…)(Use some MERCY, human.) Ribbit.
While the this explanation does work in a story sense, there is no denying that this Froggit is referring to the game’s battle mechanics. It’s a subtle fourth wall breaking.
FROGGIT:Ribbit ribbit. (I heard using “F4” can make you have a “full screen.”)(But what does “F4” stand for?) (“Four frogs”?)
FROGGIT:(Huh? It’s rather inconvenient that you changed your mind like this.)(Since I told everyone not to use yellow names, everyone threw theirs out.)(This is really troubling…) (Hmmm…)(Well, last year it was fashionable to have pink names.)(I think everyone still has those in their closets somewhere…)
Napstablook
Whether or not Frisk is speaking the CHECK quote out loud is up to debate, but there is no denying that Napstablook breaks the fourth wall by responding to his CHECK, “This monster doesn’t seem to have a sense of humor…”
Riverperson
Another breaker of the fourth wall, the Riverperson is shrouded in mystery.
The Riverperson will say whatever day it is according to the computer’s date.
Goner Kid
Goner Kid’s worries about a world that exists with them is exactly how the fun value - exclusive monsters work. Goner Kid, as well as Gaster and his followers, will only appear in the game at certain fun values. In this sense, the “world” of the game usually exist without them and function normally. Goner Kid’s dialogue seems to be a subtle fourth wall breaking to express the terrifying reality of the fun value phenomena.
Mad Dummy
Somehow, Mad Dummy is able to get “cotton all over the dialogue box.” Although there isn’t any art of cotton over the dialogue box, the narrator acknowledges this occurrence caused by the ghost.
Undyne
Not an explicit fourth wall breaking, but Undyne tells you to face upwards rather than forward to block the bullets. This is a reference to the direction of the bullets on the screen.
UNDYNE:WHAT ARE YOU DOING?JUST FACE UPWARDS!!!IT’S NOT HARD!
Alphys
While the phone may actually have an ACT menu, the following dialogue is dangerously leaning on the fourth wall, especially the second line.
ALPHYS:Go to this phone’s [[ACT]] menu and press it!!!Now press [Z]!!!
Mettaton
When you first meet Alphys and Mettaton, Mettaton reveals that Alphys believes there is “someone out there… watching her.” This can very well be directed to the player who is watching the events of the game unfold.
METTATON:YOU SEE, ALPHYS BELIEVES THERE IS SOMEONE OUT THERE.SOMEONE WATCHING HER.SOMEONE SHE THINKS IS “CUTE” AND “INTERESTING.”HELLO, THEORETICAL PERSON.DR. ALPHYS LIKES YOU.TOO BAD YOU ARE NOT REAL.
In his musical, Mettaton leans on the fourth wall with the line “you’ll die a lot.”
METTATON:They’ll put youIn the dungeonIt’ll suckAnd then you’ll die a lotReally sadYou’re gonna dieCry cry crySo sad it’s happening.
So Sorry
This monster, who happens to be in “the wrong time and space,” is aware about EXP and how much he is worth.
SO SORRY:My whole life, I’ve never been worth a lot of EXP.Everyone else at my work, in my classes,Would raise a person’s LV by 4 or 5 when destroyed…But me?I wouldn’t even increase your LV at LV 1.
Asgore
While Asgore doesn’t break the fourth wall with dialogue, he literally destroys the MERCY button before his battle.
