I think Bell's identity is very vague and non-specific due to Bell's brainwashing, and Bell's lack of independence from that probably keeps Bell from really identifying as anything at all

If you're not close to him, he's just a bisexual man. If you are close to him, he's bisexual with a preference for men and he's not too sure what his gender is but he's still a dude.
