I don't know if you know this artist lemon_eyebrows. But I don't know what CSP brushes they use for making there art. I don't know if you can recognize the brushes they use?

Truth is, not even my superpowers are that good. I can try and approximate though.

Be forewarned though: I'm doing this since it's an interesting challenge to dissect other people's artstyles and I'm assuming the artist is too inactive/didn't respond for whatever reason. There's no real copyright on style or art technique, but do be aware some artist are very protective of their style. Some see it as an extension of themselves and get upset when they see copycats. I think there's nothing wrong with studying and learning other artists (for example a common exercise is copying a famous painting to learn technique of it for yourself), but I'll delete or modify this if L_E asks for the sake of respect. Most who copy other artist's styles usually go "Man, I wanna be that cool!" and do it for non malicious reasons, so I don't mind helping out. Usually people learn then diverge from the style, just another stage of learning and enjoying art.
For the future, I'm open to doing more asks like this since theyre interesting, but the best way is always to ask the artist first. Please enjoy Lemon Eyebrows' Ko-Fi, while we're at it.
Now to the meat of the post: The problem is a lot of brushes are similar to each other. It can also be a brush the artist created on his own, either from scratch or by modifying another. Usually, people just download the most popular brushes and use those since they're easy to use and provide good results (a good thing), so I'm going off that. Here's the best approximate I got.
シミペン・改 / Symi Pen Kai is my guess on lineart. It is a lightly aliased rough pen with good character, responsive to both speed & pressure.
かすれ油彩■リメイク (1776520) / Hoarse oil ■ Remake (1), オイルパステル / Oil Pastel (1702961) (2), & やわふわ厚塗り(1807544) / TPU Light Thick Coating are all brushes that can make the approximate of the shiny effect (3), while Hoarse Oil has the best general coloring look.
For a hard shiny surface, use something like a regular smooth pen or a Lasso Fill like this 1978471, draw out the shine line, then erase with a soft eraser (I used one at 60% hardness). You can then blend it with another coloring brush or a blending brush like the right side in case you want to make it less harsh.
