They each have other identities:

Viperion
(If we leave out the akumatised ones because they’re more crisis than identities )
We can discount lady noir, mister bug, multimouse and aspik from the main mess since they’re not recurring (or just a different outfit on the same identified person). And viperion and Ryuko since their identities are known for the most part and its more complicated. Which still leaves,
