Something gets the activated ability from Lazav, the Multifarious like Necrotic Ooze. And activate it to copy something else. Is the "except it's name is" changed by the moment Necrotic Ooze got the ability normally if such a card name is like that it gets updated, or is Lazav, the Multifarious fixed there?

Lazav, the Multifarious has a new template for these sorts of effects. Previously, the copy effect would ignore the characteristics that are excepted this way, but now they just overwrite those values with the listed value.

What this means for Necrotic Ooze et al. is that instead of keeping their original name as they would before, they now become named Lazav, the Multifarious (or whatever other name is tied to the ability). This is, of course, a problem if you already control a Lazav.

Suspend and that Haste thing: At what moment does it gain Haste? On the Stack or when it enters the battlefield? Also if it gains Haste on the stack, is it one of the things that look into the future? Like a Lotus Bloom that would be a creature on the battlefield, would it gain Haste on the stack?

When you cast a creature spell off of suspend, it gains haste when you cast it, so it has it on the stack for as long as you control the spell and/or the permanent it becomes. This only applies when you cast a creature spell, so it cares what the spell is on the stack and not what it will be on the battlefield.

Sakashima the Impostor enters the battlefield as Squadron Hawk, which name do i search for?

You’ll search your library for Squadron Hawks.

While normally a card that gains an ability from another card will substitute its name for the name of that card in the gained abilities, this only applies when the ability is referring to that card itself. It doesn’t overwrite its own name onto abilities that specify a card name, so when Sakashima, as a copy of Squadron Hawk, has its trigger tell you to search for “cards named Squadron Hawk”, that instruction isn’t changed.

How does Nest of Scarabs work with Keywords that give -1/-1 counter? Like with Wither from Everlasting Torment? Specially with that You in the Trigger.

As long as you control the source of the damage, then you’re the one placing the counters and so Nest of Scarabs will trigger.

Rules question: Exert. How long does it stay on the creature if I am not the controller of it? Example: I steal an Exert creature and attack with it. It's now exerted by me and when it returns to my opponent it does untap because it was not exerted by him. Then in his turn he make it tapped. But in his turn I use a permanent control effect. Now my turn again, there is the tricky part: will it untap or is it still exerted by me? And what if I steal it a few turns later?

It won’t untap.

It’s your next untap step after you exerted the permanent, you control it, and it would normally untap, so exert’s effect applies and keeps it from untapping here. It doesn’t matter that it has untapped normally under another player’s control since it was exerted.

Heart of Kiran and something that gains/ has "activated abilities" like Skill Borrower. The Skill Borrower does get the Crew ability. But what about that alternative payment for the crew cost? Does it get that too or is that something else?

The loyalty option on heart of Kiran is a static ability and not part of the crew ability. It won’t be copied by Skill Borrower or similar cards. (Not that having crew is that useful for it either...)

How does Improvise work with Convoke? Is Convoke before or after mana Abilities? (Is there an clear order?) Or do we need for the next rule changes?

Convoke and Improvise are both payment mechanics, along with Delve.

When you go to pay the costs of a spell (which happens after you generate mana to pay for it) Convoke, Delve, and Improvise allow you to tap permanents or exile cards from your graveyard rather than pay part of the mana cost of the spell. 

If a spell has both Convoke and Improvise, then a given artifact creature can only be tapped to pay for one mana in the spell’s cost.
