It took me so long to actually find this song! K01 - Master Pokemon (Allison Koi Howard and John Lehmkuhl) Every time I brought it up, people thought I was crazy, and I thought it was (like in another upload’s comments) a false memory. I kept thinking it was a Pokerap promo for Pokemon 3: The Movie because I had always associated this with the legendary dogs, but it was this image which makes sense bc it was aired during Master Quest:

Ok but the 5 best pokemon gym leaders go to Japan and make the Master and the Elite Four.

They are everywhere. Newspapers, on TV, interviews everywhere. Just imagine What is your job ? Me ? I'm the Master Pokemon. But to be able to fight me, you gotta win against the Elite Four first.
