“A Bad Record,” Toronto Globe. May 21, 1919. Page 11. --- St. Catharines, May 20. - Sentence of two years and six months was passed yesterday on Charles Miller, by Judge Campbell, who admitted breaking into Merriton Separate School. Crown Attorney Brennan laid before the court the prisoner’s criminal record. During the past five years he has served three years in prison, two of them for indecent assault.
“Huge Quantity Of Loot Stolen From G. T. Hid in Cave,” Border Cities Star. April 8, 1919. Page 10. --- St. Catharines, On., April 8. - On Sunday there was a discovery that may lead to the arrest of an organized gang that has for some time past been robbing Grand Trunk freight cars. High Constable Boyle paid a visit to Merriton and there recovered a big cargo of stolen good consisting of dry goods, dress materials, corsets, tapestries, furniture coverings, etc. This loot was first discovered by a party of boys while exploring a cave in a quarry. Six men arrived and chased them away and the boys sent word to the police. In the meantime the men made their escape, but the stolen property as aforesaid was recovered.

Tamora Pierce is my favorite fantasy author, and her Emelan universe (Circle of Magic, The Circle Opens, etc.) are all about found family feelings with little to no romance (sliiiiight stuff in later books, but it's not the focus of the plot)

The Monstrumologist if you want Victorian-era supernatural horror (think SPN crossed with Sherlock Holmes but without the fandom baggage of each), Thieftaker by D.B. Jackson if you want pre-revolutionary Boston urban fantasy with crime solving
