CHAPTER I GENERAL PROVISIONS
§ Article 1 (Purpose)
The purpose of this Act is to establish the legal status, rights, and obligations of individuals possessing meta-abilities (herinafter referred to as “Quirks”), and to ensure public safety and the promotion of public welfare by establishing necessary regulations regarding Quirk-Related manifestations and oversight.
§ Article 2 (Definitions)
In this Act, the meanings of the terms set forth in the following items shall be prescribed in each of those items:
“Baseline Human” (hereinafter referred to as ‘Baseline’): Individuals exhibiting no morphological or biological deviation from pre-Manifestation genetic norms;
“Meta-Human”: Any individual exhibiting a capability or a physiological trait categorized as non-Baseline;
“Quirk”: Any inheritable or spontaneously manifested meta-ability, including but not limited to:
• Emitter-type Abilities: abilities that produce, manipulate, or project energy, matter, or force;
• Transformation-Type Abilities: abilities that temporarily alter the user’s physical form;
• Heteromorphic Mutations: permanent or semi-permanent morphological deviations from Baseline human anatomy;
“Quirk Manifestation”: The initial presentation of a meta-ability, whether voluntary or involuntary;
“Quirk Use”: Any action, expression, or deployment of a Quirk, including passive biological functions that may impact the surrounding environment.
“Public Safety Risk”: Any circumstance, perceived or actual, in which Quirk Use or the presence of a Meta-Human Condition may disrupt public order or safety;
“Suppression Measures”: Medical, technological, or pharmacological intervention utilized to inhibit Quirk expression for the purposes of Social Integration;
“Authorized Personnel”: Agents of the National Public Safety Council (hereinafter referred to as the “NPSC”) or the National Police Agency (“NPA”) granted plenary authority to evaluate Public Safety Risk or administer Suppression Measures.
§ Article 3 (Classifications)
The NPSC shall classify Meta-Humans into the following conditions based on clinical evaluation:
Standard Condition: Meta-abilities that do not result in permanent morphological deviation and are deemed manageable;
Heteromorphic Condition: Individuals exhibiting permanent morphological deviations (hereinafter referred to as “Structural Anomalies”);
High-Risk Condition: Abilities that present substantial Public Safety Risk due to volatility or scale;
Restricted Condition: Individuals whose Quirk Use is subject to legal limitation or State-Sanctioned Procurement for the purpose of public service.
CHAPTER II - RIGHTS AND OBLIGATIONS
§ Article 4 (Recognition of Rights)
Meta-Humans shall be recognized as persons under the law; provided, however, that their civil liberties may be curtailed to the extent necessary to ensure the safety of the Baseline Population.
The government shall endeavor to promote fair treatment of individuals with morphological variations; provided, however, that such measures are economically feasible and consistent with Public Safety.
Discrimination is discouraged; provided, however, that this shall not apply where Quirk Type constitutes a bona fide public fear or regulatory conflict.
Nothing in this Act shall limit the authority of the NPSC to enact Emergency Asset Seizure of High-Risk individuals in the interest of Public Safety.
Nothing in this Act shall be construed to limit the authority of the NPA to establish guidance for educational bodies managing Quirk Manifestations.
§ Article 5 (Obligations of Meta-Humans)
A guardian of a Meta-Human shall report the Quirk Manifestation to the appropriate municipal authority within thirty (30) days of said manifestation.
Individuals shall submit to psycho-social and biological testing by Authorized Personnel upon demand.
The NPSC may enact Emergency Asset Seizure of High-Risk individuals when deemed in the interest of Public Safety.
§ Article 6 (Liability)
A Meta-Human shall be strictly liable for all damages caused by their Quirk, regardless of intent, involuntary manifestation, or third-party provocation.
CHAPTER III - INSTITUTIONAL RESPONSIBILITIES
§ Article 7 (Education)
Educational institutions may segregate students by Classification to prevent environmental contamination or manifestation of trauma among Baseline students.
§ Article 8 (Employment)
Employers may mandate the use of Suppression Measures as a condition of employment for individuals of non-standard classifications.
§ Article 9 (Medical)
Hospitals are granted Limited Immunity for injuries sustained by Meta-Humans during the administration of mandatory Suppression Measures.
CHAPTER IV - SUPPLEMENTARY PROVISIONS
§ Article 10 (International Recognition)
Equivalent regulatory bodies in allied nations shall be recognized as competent authorities for the purpose of information sharing, extradition, and cross-border enforcement.
The NPSC may enter into cooperative agreements with foreign agencies to ensure global standards for Quirk regulation and Public Safety.
§ Article 11 (Scope of Authority)
The NPSC is the primary regulatory authority.
§ Article 12 (Judicial Exception)
Actions taken by NPSC Authorized Personnel in the performance of their duties under this Act shall be exempt from standard civil review. Adjudication of such matters shall be the sole jurisdiction of the NPSC Oversight Council.
So something I noticed when watching through My Hero Academia is a detail it seems many people have overlooked.
In Season 5 Episode 21 we get this line from Chitose Kizuki.
"So at 17 you're the oldest daughter of the Toga family."........
This line of dialogue implied the existence of younger siblings Himiko would have. This bit of information appears to remain true on the Japanese side of things.
So yeah, it appears Himiko Toga has siblings.

So I have seen a lot of people saying that the first years shouldn’t have joined the plf war but I feel like people are forgetting that they are absolute chaos children and have already been involved in so many villain attacks that they probably would have gone even if the pros said no. Like they already disobeyed that direct order during the Kamino fight. They have their provisional licenses now so it’s no longer illegal for them to fight and you guys expect them to sit in the dorms and do nothing? These feral children are not going to just sit back and wait! if you watch the pros put most of them on evacuating civilians and the rest were either at the very edge of the forest as far away as the pros could probably put them with out the students felling like it wasn’t enough or a handful of them that were needed because of their incredibly specific quirks who were then immediately evacuated by fatgum when they had handled their part. The only reason any of the kids were involved in the fight was either because they decided to defy direct orders and confront the villains themselves or because shigaraki pulled a bull**** move and came back from the dead to wake up gigantomachia and the pros hadn’t planned for him waking up. Long story short the pros hadn’t planned the choice of involving the students and trying to keep them as safe and far away as possible or not involving the students and the students joining anyway and probably somehow ending up right in the middle of the fight because their luck is just that bad.
Look at this kid he kept fighting with his arms broken and you expect him to do nothing when he’s perfectly healthy? you crazy? (same if you expect his class to let him fight alone)
This is just a vent session/ideas that I don't how to express other than ranting and complaining about it like a Karen, don't mind me
We all know that the world building and rules of bnha are bullshit and I get tired of fics using the same trope with the same people and the same place. I am looking at you vigilante!Midoriya fics. Of course there are some exceptions with original content like green guide and viridian(time travel fic), but most of them are the same with slight differences.
Where am I going with this? Well generally 90% percent of fics and canon itself is focused on one place,Musutafu. Even though, our heroes go to other cities, generally they're there for one fight and then go back to the capital of bnha. While ocs are not interesting to some people, they could be used to take a breath of fresh air from class 1-A and explore the world of bnha even more.
For example, who does investigations? We don't see heroes investigating most of the time (except nighteye). They are more like responders and generally do not act before a criminal does. Obviously it would be police and investigators, as stated in canon, they are above heroes and can call them to take action. However, we don't see the police that much except for Tsukauchi and the Chief of Hosu police. Wouldn't it be cool to see stories about police without showing all mha characters into the police department?
Who works in the underground? We are told about the power AFO has on the underground, but not shown. At most we saw 3 organizations that get involved in a big battle and go out with a bang. What about others? Organizations that establish their power in one place, trade with others, make deals with legal departments and generally stay hidden. Okay, I admit, those are shown in canon, but not that great. I want to see underground doctors, mafias, weapon smuggling, illegal trade with other countries, corrupt police and politicians (not HPSC), law battles, brokers (not Giran), contingency plans for the destruction of the hero industry, bars, casinos, smart criminals that know their limits and so on. I need to search a little bit more for criminal and underground info.
What about other cities? You can take vigilante! Midoriya and have him protect another city with less to none heroes. Just look at Deika city! It doesn't have heroes that are not part of MLA. Have Midoriya go to a reputable high school in the desired city to have an excuse to go there and protect it. Have him make deals with some shady, but harmless businesses, if you want to make him morally gray or make his character develop to not see everything black and white. Have him meet other underground heroes, aside from Aizawa!
What are other countries doing, while all of shit show is happening in canon? If this is Japan 200 years into the future, then you can bet that everyone already knows about what is going on there, because internet🤌. Why did only America respond? What were their motifs for helping Japan, because politics. Where the fuck is military? Most of those villains would be dead from a military grade weapon!

Another wasted concept Hori introduced was Quirk Counseling and how detrimental it could be for certain people.
Like in Toga's backstory, all she was told was essentially "conceal don't feel and keep the weird away," and Mirio and Tamaki were basically told "get your Quirk under control," and "why aren't you confident despite having a powerful Quirk?"
Like, there's no actual counseling to be seen here, or really at all.
Midnight brings up the possibility that Izuku never saw a Quirk Counselor for OFA, but that got dropped like a hot potato.

To establish a setting, there’s a multiverse of different realities.
In this reality UA is a university
It takes place in the late 22nd century, and quirks are based in science.

Japan recently opened immigration in the mid 22nd century to repopulate the country after the war, not making the same mistakes that caused the population drop and economic crash of 2057
Medical technology is struggling to keep up with quirks resulting in an increase in job opportunities for researchers and technicians
Biological quirks were first reported in 2100 with the glowing baby discovered in China.
The first case of a supernatural power in a human was discovered in 2098 with All for One himself, but there is evidence he was born in the year 2020.
Quirks effect 80% of the population only of 2145, for comparison Izuku Midoriya was born in 2128.
The majority of Izuku’s life quirkless people were fairly common, but his city was majority quirked
Due to many quirks being caused by factors outside one’s body or via virus. Many scientists have studied quirk causing illnesses, resulting in an entire field of study in 2130.
A variant of COVID 19 was discovered to result in quirks developing later in generations of people who had a birth-giver who had said variants of Covid in their system exactly 25 weeks in pregnancy.
This also resulted in studies in early fetal development as well as the establishment that conscious doesn’t begin until 25 weeks in the pregnancy.
Most early quirks were a result of this variant of Covid and most if not all biological quirks can be traced back to said variant.
Vaccines to all known sexually transmitted diseases were available in 2120 making condoms unnecessary for those who vaccinated but it still recommended if you are unsure of your partner is vaccinated
The legal age of consent is changed to 20 in the majority of countries but relationships laws between specific ages vary from region to region and country to country
Alcohol consumption and driving vary from country to country, usually between 16 and 20 also varying between regions
