Author note: This is now being expanded into a full ecosystem for minimalist bureaucratic horror. You are welcome to use For the Safety of the Public entries as a resource for your fics. I just ask that you please link back to the document and credit. This will go up on AO3 eventually.
And, of course, thank you to @autumnmobile12, who sparked the process with her own brilliance.

So, I did a thing. @autumnmobile12 asked me to look over something she wrote for her fic, and having been entrenched in PennLaw Regulatory Compliance education and literature lately, with permission, I have expanded that blurb into a Diet-style piece.
Enjoy~.
I'll probably expand this to a whole thing because I actually thoroughly enjoy it (and no one is surprised by this).
Meta-Human Rights Act 2073

The shadows weren’t monsters. That would’ve been too easy. They were him. One was hunched over. Another was trying to fly. A third was just perfectly still with the glowing, dissociated gaze. Fragments of a mind, scattered across an obsidian floor that went on forever.

@autumnmobile12 is coming in with another *breathtaking* fanart piece for Rain. Once again, I am floored. It’s gorgeous and fits the fic so well! She can capture a vibe like no other, and I am incredibly in awe and appreciative that this series is resonating with her (and so many others). 😭 It’s the last thing I expected.
I’ll embed this in the chapter shortly. So, below is a little treat:

Keigo tries to quiet the memories Dabi left behind, but the rain brings everything back.

He traced it with his thumb slowly, the rough callus of his thumb dragged over the scar, dulled but not entirely bereft of sensation—a reminder that he was still capable of feeling. Some days, the scar felt like a malignant blight, threatening to consume him until, finally, what was left of him was trapped within biomass that resembled his skin. Others—normal and removed from the tone of 1980s dystopian anime—felt like a map of the battles he fought in the war, a catalogue of choices made.
A huffed laugh escaped his lips.
“Pretty bird,” Dabi’s rasp had once whispered against the shell of his ear.
“Pretty bird,” the voice rasped now, echoing in his own subconscious.
Once a source of validation and passion, the phrase now closed around his throat. Suffocating. A memory of blue flame and the warmth that came with it. A heat that spread from his fingertips, up his forearms, traced down his spine, and eventually, settled into his abdomen.
@autumnmobile12 sent me this amazing fanart piece for Vieras and I am just floored. 😭 It's so beautiful!!
I'll be embedding this into AO3 shortly.
But, as a little treat, the scene below:

📻 ~ Jonne Järvelä, Vieras
The room suddenly felt colder as a sinking feeling began to twist uncomfortably in his gut. Reaching forward, he placed another stick of incense on the offering altar and lit it; his shaking hands were the only thing that betrayed his outward calm. He watched that burnt feather with rapt attention as the light, white smoke began to thicken in the air.
The intensity of the spices—clove in particular—was almost enough to make him crinkle his nose. It wasn’t incense anymore. The smell became something scorched. Sulfuric. Something burned… Someone.
But he refused to leave his spot until he was certain.
After several long beats, the feather did not move.
He wouldn’t acknowledge that voice.
Instead, he just bowed his head and continued his mantra.
“Good.”
“Peace.”
“Mercy.”
“Necessary.”
He heard the incense snap and continued his mantra with growing urgency. Never once flinching. Never looking up. Just the mantra in silence.
“Kas,” Hawks said gently. "Show me your wings.”
Kaskel’s breath hitched. Show me your wings. Four simple words that set the alarms off again in his body. It was better not to let anyone touch them.
“I…” Kaskel’s voice cracked. “I don’t… I can’t…”
“You can,” Hawks said, thumb stroking a slow circle against Kaskel’s temple. “I’m not going to hurt you. I just want to see.”
The tiny, jerky nod he had given wasn’t a calculated decision. His body was betraying him, and it was the inevitable collapse of a dam that had been holding back his starvation for almost a decade. He was so incredibly tired of hiding. He was exhausted from treating his own biology like an original sin.
Kaskel squared against the bar, gripping the edge of the counter with white knuckles. The glossy varnish reflected vague distortions of his own, terrified gaze. Behind him, he could hear Hawks' steady breathing. He could feel the warmth radiating off of him and smell the cologne that would certainly become a triggering olfactory memory of this impossible night.
Slowly, Kaskel’s wings unfurled. First, in small, hesitant arcs with trembling feathers. He couldn’t bring himself to spread them fully, but he opened them enough. The white axillae were exposed, and beneath, the soft, downy underwing that no one had touched.
He heard Hawks inhale sharply. It was quiet and sharp. As if he had seen something sacred, or utterly horrifying.
“Goddamn,” Hawks breathed.
Kaskel’s wings flinched. They tried to fold back in. But Hawk’s voice caught him.
“Don’t,” Hawks said, low and gentle “Don’t close up on me. Let me look.”

Since Death is already halfway complete, it is time.
We need to talk about this character.
I’ve been building a series of longfics around him quietly in the background for months. He’s the source of the 10k Zero Draft, and the original outline was 101 chapters.
To level: the 20+ chapters I’ve written from the middle for spoon recovery make it clear it will be much, much longer.
So far, I know of five people who have read those chapters: @prettyliminal @autumnmobile12 @ibbgun @akemisalem @moonchild8912. There are two additional people with access. If you’ve read it, let me know, and I’ll tag you.
This idiot loon is incredibly special to me. Everything about him is intentional—from his markings to his personality quirks..
Some other notes:
1. Upload Schedule: As I start the story from a proper Chapter One, I will adopt an “as it’s done” upload schedule. I’ll maintain a minimum once-a-week upload, and I can use the finished fics (e.g., Blackbird) and completed parts of his story to fill any gaps.
2. Why the Delay: His world is very full, and Hawks is just in it. I had to staff a gastropub, a club, a shrine... I had to layer everything correctly in his character building, nail down his motivation and personality, and get comfortable writing explicit mlm again.
3. Regarding Explicit Content: I’m doing something with the chapters I haven’t seen done before. Each chapter will have a letter rating, and the E‑rated chapters will be entirely optional. The fade‑to‑black versions will contain all the same emotional beats for readers who don’t want explicit content.
This does mean that chapters leading up to explicit content will be delayed, ensuring that readers who prefer not to engage with pornographic material still receive the full narrative experience.
More details will come as the fic rolls out (and on his page on my carrd)—but for now, here’s the official Kas sheets courtesy of @prettyliminal and a link to a primer fic, suggested by one of the readers.
"There is no line item for 'death' in the budget! There are deadlines, Keigo! Infrastructure and protection statutes that haven't been audited in three cycles because you were busy pining over someone you knew for five minutes. Did you ever think what would happen to the public, the very people you set out to protect, if you just... stopped?"
