I think that Mister Camera could have been a good villian for Batman '66. He could've been like The Bookworm, except with photos instead of books. He could just dress like a plainclothes businessman, but he'd do things like doctor photos and manipulate the press via his photography. He might hide out in an old, renovated dark room. And he could have henchmen with names like shutterbug, snapshot, etc. I really don't think they could make the old comic design with a tuxedo and giant camera head mask work, but I know that the gimmick of photography and cameras could work for Batman 1966.
It took me days to figure out who could play a role like this, though. We'd need someone that's capable of being really charming. Unassuming and polite, yet capable of pulling off evil. We'd need someone who could be genuinely likeable. So i'm thinking Tony Randall could've played this character really, really well. He was a big character actor of the time, and he's a really great actor. I don't know if he ever played villians, but I really think he could've pulled this role off. I really think he could've done it.
