Briefly speaking a small headcanon:

The good witch from the legend took away the spirits of the eaten cookies from the Evil Witches, and then gave them to the care of Shadow Milk (when he was not yet crazy) He improved their bodies and, in one experiment, created a new species, more similar to ice cream with its body and wings. The Nightmare Archivist belongs to this species (I'm too lazy to translate the text from the picture, sorry)
