There are plenty of parallels with Steve and Cesare! So when I first saw these scenes I thought they were similar but when you look closely you notice that there are 11 watchers looking at Cesare (excluding LDG because she’s not a watcher… I think!) and there are 11 Clowns looking at Steve!
