Growing up, the Ri brothers weren't able to afford any kind of fancy hair jewellery, but they did have access to a lot of scrap fabric that Ori liked to have braided into his hair.

Even after earning a Lordship and becoming The Royal Scribe post reclaiming Erebor, Ori still favours ribbons in his braids.
