This marked the first time since Crisis On Infinite Earths (1985-86) that five of the superheroes that DC had purchased or licensed from Charlton Comics in 1983 appeared together in the post-Crisis universe.
Four of them had been around for awhile. Captain Atom, Blue Beetle and Peter Cannon, Thunderbolt had already appeared in their own comics, all of which had been cancelled by this time. Captain Atom and Blue Beetle were also members of the Justice League. Nightshade had been in several iterations of the Suicide Squad.
The fifth hero, Judomaster, made his first post-Crisis appearance in this issue, joining with his former Charlton compatriots. The story also featured Sarge Steel, another Charlton character acquired by DC.
Notable Charlton heroes who were not involved in this story were The Question (who'd also had his own DC series from 1986-1990), Peacemaker (starred in a four-issue miniseries in 1988), and Son of Vulcan (a version of whom appeared - and died - in War of the Gods in 1991).
The four of the heroes featured in this story - as well as Sarge Steel, The Question, and Peacemaker - would be reunited again in the 1999 miniseries The L.A.W. (Living Assault Weapons).
Thunderbolt had never been owned by DC, but licensed from the estate of his creator, Pat Morisi. That license had expired and, for reasons I have not been able to learn, was never renewed by DC, so he did not appear in The L.A.W.
