Would Phil get Bella the help she needs? Presumably, he's less Renee.
Unclear, we don't know much about Phil, but I'm going to say no.
See, Phil's in a very weird and awkward position here where I'm sure he's 100% certain that Bella despises him. First, he marries an older woman with a near adult daughter who's not that much younger than him if you think about it. Already, Phil's probably slightly panicked of how he's supposed to interact with this girl/if he's supposed to be a father to her at all. He can't replace Charlie, but Bella seems to have little to no relationship with Charlie, and he probably wants to be on good terms because of Renee.
Add onto the fact that at the beginning of the series, Phil is constantly traveling away from both Bella and Renee so doesn't have that time to cement in any kind of presence in Bella's life.
And then Bella abruptly leaves, devastating Renee, for the father she's pretty much estranged from/never sees save for two weeks out of the year, to a town that Renee claims Bella hates, only a little after Renee's married to Phil.
It's looking like Phil's the problem here. A huge problem. Even when he's barely around and constantly on the road.
Phil gets his more stable position on a minor league team in Florida, Renee's happy, Bella seems to be doing well in Forks per all reports and Phil sighs with relief as their relationship can become "see each other at Christmas". Things seem to have worked out.
Then Bella's father is eaten by a bear.
She's suddenly back in Florida, having been dumped by her boyfriend apparently, and she's a fucking mess. Renee doesn't know how to deal and I imagine Phil, who both doesn't want to overstep Renee, has no relationship with Bella to speak of, and genuinely is out of his depth also doesn't know what to do.
He may suggest getting Bella into therapy, but he wouldn't be able to convince either Renee or Bella of this.
