Yes, Queen Louise had a twin sister named Maxine. Even though they were identical, Louise was always referred to as the "pretty one".
As kids, the twins were known around the kingdom as the "Good Fortune Sisters" and they had a little table in the laundromat where their mom, Isabel, worked. They would do psychic readings for candy and spare change. Whether or not they actually had any clairvoyant power is still unknown, but people found them cute either way.
Louise and Maxine were raised by their single mother. They never met their father..
The girls were always close. Maxine was even Louise's maid of honor at here wedding. Even though she wasn't as traditionally minded as Louise and wasn't sure about the whole royalty thing, Maxine did support her sister on everything she wanted to do. And she loved her little nieces, never saying no to babysitting them.
Maxine was also a lesbian, but at the time, being queer was taboo so she never told anyone. Louise, ever oblivious, thought her sister's long term roommate was just a very good friend. :)
She died suddenly. It was (obviously) devastating for Louise and their mom.
As for how the royal family picked Louise as queen:
Every next-in-line royal has an arranged marriage, based on what the current ruler deems important at the time. Queen Retta, for example, was chosen for her intelligence and while queen she went on to develop different medicines and potions.
When it was time to choose a wife for their son, George, Queen Retta and King Quinten held a pageant for all the interested teen girls in Clowny Island. They wanted someone beautiful, yes, but also smart, compassionate, charismatic and, well, queenly.
Louise won easily.
