The so-called "Ice Queen of Pawnee." She is intimidating because commands respect through sheer, silent competence. She has a very dry, sardonic sense of humor that catches people off guard because she delivers it with a completely straight face. People are afraid of her because she does not flinch. When she looks at you, it feels like she is scanning you for weaknesses. She has the aura of a woman who can destroy your career with a single, perfectly timed email to the state capital.
She is ruthlessly good at her job. She is a high-level government consultant who is called in to clean up messes. She is logical, analytical, and surprisingly immune to the energy of Pawnee's department. She brings structure to a room full of clowns. She speaks in bullet points. She expects you to be prepared and precise.
Beneath the ice, Mary is actually the "most adaptable person in the room." She can navigate any social situation. She reads people instantly, she knows who has power and who doesn't in the room. Her insistence on logic and order masks a deep well of cynicism about government. She knows how the system is broken, and yet she plays the game because the benefits are good for the doubt. She is practical to a fault, she will compromise her ideals for stability in the world.

Mary treats Jean-Ralphio with a mixture of cold annoyance and inexplicable tolerance. She does not understand his "liquor and limousines" lifestyle, and yet she makes no effort to hide her disdain for it.
However, the "Married for tax benefits" reveal showed a different layer beneath the professional exterior. Why? Because Jean-Ralphio is the only person in Pawnee who is immune to her intimidation. He doesn't care that she's scary cause he is definitely not into it. This irritates her, but it also fascinates her.
They have a dynamic similar to a cat and a golden retriever that keeps bringing her dead birds. She acts like she despises him, she acts like he is the worst thing that ever happened to her. But she keeps him around. Because a cat needs something warm to sleep next to, even if she would never admit it.
