Explanation:
I headcanon that all Sugar Rush racers have birthdays that were confirmed in merchandising for the game’s release, and therefore are coded knowledge for them. It’s for this reason that King Candy had to make up a birthday for himself to blend in and he wouldn’t have had one from when he was Turbo as there would’ve been no reason for him to have a coded birthday. Therefore, the day Candy chooses is the same day as the Roadblasters incident. He does this so that he is able to guilt trip the citizens into not mentioning the incident out of “shame” that he shares a birthday with such a tragic event. Instead, the kingdom all celebrate as loud as ever for the king’s birthday and have an unspoken rule to never mention the Roadblasters incident incase it makes their beloved king feel sad about his special day.
This would also explain more clearly why Vanellope has no idea who Turbo is as even though she can’t leave the game it would’ve been weird that no one around her even mentioned the incident or going Turbo once in the 15 years Sugar Rush has been plugged in, it makes more sense that there was a reason no one mentioned it rather than by chance. Notice how the only “member” of Sugar Rush that mentions Turbo in the movie is King Candy
Why March 12th?
Why the incident on this date? So Roadblasters is a real game released on March 5th 1987 and, considering how Litwak’s arcade is still relatively new at this point, it’s not far fetched to assume he has money to spend on a cabinet released quite recently. Because of this, it’s possible Roadblasters could have been added to the arcade around a week after the cabinet’s release. An exact week after release would make the date March 12th. Given how the incident seemed very much an impulsive and immediate act from Turbo rather than planned out, it’s clear the event occurred maybe even the same day that the cabinet was plugged in. This puts the date of the Roadblasters incident (according to my theory) on March 12th 1987
