I noticed that ROTTMNT Muse gives off a totally different vibe than 2012 Muse, I would like to know if their personalities are really different or if just their designs give that impression

Indeed, both are! While ROTTMNT Muse is a sweet and cheerful person, 2012 Muse is a bit sarcastic but not cruel, her character is more neutral and serious, more focused on her goals, Rise Musa is talkative and friendly ✧( •̀ ω •́ )✧ I really like that despite being the same person, they're very different from each other.
