Sander was a dad to Leora while she was in the SD. And Leora picked up some of his mannerisms (like how she stands, her tone of voice when talking to people of an equal or higher rank, etc.). So when Leora must speak to Falken about anything, he is struck by how she reminds him of the man he once loved.
