Oh god... well, since I'm one for preserving this eternal mystery, let me give you some arguments for both sides...

Would never top: OK so let's say B's portrayal of L is sort of B doing a very exaggerated, mocking parody of L. Or of the personality traits he assumes L has, or that he has heard L has. Looking at it from that angle it is very conceivable that when B says "I'm an aggressive top" he is just saying something that he imagines a super competitive and arrogant person like L might say, rather than something he himself actually is... and maybe he's a massive bottom and just thinks the irony of that is funny/somehow clever and poetic as well (because he's nothing if not constantly thinking he's being a genius about things nobody else gets/cares about/wants to know) Would never bottom: He probably gets all his ideas about sex from stuff like hentai and fanfiction and he probably thinks bottoming = losing, and of course he can never lose... plus he literally thinks something along the lines of "B would be the top/seme and L would be the bottom/uke" in the novel haahaha
